Examples of Work



What you will do as the Program Specialist for Nursing Facilities:




  • Review and analyze federal regulations, state laws, and administrative requirements to formulate appropriate policies, procedures, and interpretations for coverage and reimbursement services for residents in nursing facilities.

  • Determine or recommend program policy by analyzing all pertinent issues and information, assessing the impact of proposed policy on the provision of services.

  • Perform high level analyses, including predicting, inferring, envisioning and conceiving; to plan for future events affecting program areas of responsibility.

  • Manage internal and external operations necessary to establish, implement and monitor Medicaid reimbursement policies and methodologies, resolve problems, explain proper application of policies, coordinate activities so that goals/objectives are achieved and to facilitate quality service delivery.

  • Manage internal and external operations necessary to establish, implement and monitor reimbursement and expenditures for all program areas of responsibility.

  • Write reports, position papers, impact summaries and related documents in order to formulate policy material to cover specific areas of long term care service programs.

  • Provide training and technical assistance to nursing facility administrators and staff and associations concerning regulations, the assessment transmission process and reimbursement processes.

  • Serve as the MLTC Pre-Admission Screening and Resident Review (PASRR) liaison and foster relationships with the vendor and the contract manager for the PASRR contract.




Requirements / Qualifications




Minimum Qualifications: Bachelor's degree, or equivalent coursework/training, in public administration, social/behavioral sciences, healthcare, human services or other program related field. Professional experience working in a human/social service or health care agency with responsibility for planning or evaluation services, programs or operational policies and practices may substitute in lieu of the educational requirement.



Preferred Qualifications: Experience in health care reimbursement which includes interpreting and analyzing laws, rules, regulations, policies, procedures and standards affecting reimbursement. Knowledge of: the principles and practices of public administration; procedure and policy development; methods and techniques of program planning; federal and state laws, rules, regulations and procedures pertaining to health and human services programs; quality assurance mechanisms; principles and techniques of planning, monitoring and evaluating human services programs and service delivery systems. Experience with technical, security and policy support for program data systems.



Other: Must posses a valid driver's license. Position is located on-site at the Nebraska State Office Building in Lincoln.



Knowledge / Skills / Abilities



Knowledge of the MDS assessment process for nursing facility residents.


Knowledge of the Pre-admission Screening and Resident Review requirements for nursing facility residents. Ability to effectively multi task, manage multiple project and initiatives. Understand and interpret complex information from others. Effectively communicate to all levels of management; facilitate meetings and develop and maintain policy and procedures. Ability to manage technical, security and policy support for program data systems. Knowledge of the competitive procurement process.
