Summary

Assists PSO staff with supporting human resources (HR)-related programs, projects, and processes for the People Strategy and Operations (PSO) department of the Board of Governors of the Federal Reserve System /Board. Supports other PSO staff with their roles when serving as an internal liaison and helps resolves HR issues for the PSO. Supports PSO projects with some Board-wide impact. Assists with monitoring emerging HR issues/trends. Assists PSO staff in working with the Board's HR units to help resolve problems as necessary and works closely with Board HR functional areas to identify and address PSO needs. Assists Board HR functional areas in the design and implementation of PSO solutions. Assists with providing a combination of administration, business acumen, functional HR consultation and professional experience to support the division to improve the effectiveness and efficiency of human capital.

This HR Generalist will be a part of the PSO Administrative and Operations (PSO Admin Ops) team, which manages and safeguards the integrity of employee personnel records and data throughout its life cycle and provides HR customer support to both current, termed, and retired Board employees. In this role, the HR Generalist will assist with providing core customer support functions including process new hire onboarding documentation, support background investigations, verify education and employment requests, process candidate travel itineraries, complete I9 and GSA entry requests, and process employee separation requests. In addition to these core functions, provide tier 1 support for all PSO client requests including Benefits, HR policy, and HR systems questions/ issues via phone, email, Employee Service Center (ESC) and other contact methods. The HR Generalist will assist with helping PSO staff to perform monthly performance reviews, compile monthly risk reports, investigate discrepancies, reconcile data synchronization items, and escalate issues as needed. This role will also require the HR Generalist to assist PSO staff with monitoring PSO Admin Ops Service Level Agreements (SLAs) performance and advise teammates when SLAs are close to breaching predefined performance standards. In addition, the HR Generalist will assist PSO staff with supporting quality assurance reviews of the work of other PSO staff on the Admin Ops team to ensure compliance with internal controls and HR policies/procedures.

Duties and Responsibilities


  • Help identify current, emerging, and future HR trends and issues; provide input on papers/written materials on the topic; and makes recommendations on how to address these trends/issues.

  • Assist PSO staff with recommending new systems, policies, and procedures consistent with the PSO's strategic direction.

  • Assist PSO staff with process improvement opportunities and recommending impactful changes. Help evaluate current policies, statistical analysis, reviews of technology, and comparison with policies and procedures used throughout the Federal Reserve System, the federal government, and private sector organizations. Based upon analysis of often-abstract relationships, draws conclusions, and makes recommendations.

  • May assist PSO staff with representing the PSO on broader Boardwide or interagency PSO HR work groups.

  • Assist PSO staff with establishing and maintaining effective working relations with HR functional managers at the Board and in other agencies' PSOs.

  • Assist PSO staff with working closely with Board functional areas staff to help identify technical training needs. May be asked to help with designing and delivering training.

  • Assists in the design and implementation of business process reengineering plans.

  • Assists PSO staff with developing and implementing HR policies, training, and organizational development activities for the PSO.

  • Assists PSO staff with tracking HR-related actions, inputting actions to the applicable database, coordinating with appropriate Board and PSO staff, and following up as necessary.

  • Assists PSO staff with maintaining close relationships with PSO and board employees in order to assess and be responsive to organizational climate and PSO and individual needs. Assists with making recommendations to address the climate and needs.

  • Assists PSO staff with briefing PSO management on HR issues/topics and divisional needs and requirements.

  • Assists PSO staff with Informing employees and supervisors regarding policies related to HR topics. Assists PSO staff with recommending solutions to a variety of HR topics/issues.

  • Assists PSO staff with supporting HR, equal employment opportunity, and Legal staff in the implementation of major projects and initiatives.

Requires the ability to help staff with researching HR topics and effective oral and written communication skills typically
acquired by completion of a bachelor's degree or equivalent work experience. Requires expertise in at least one major
functional area of human resources normally acquired through at least one year experience. Experience using Microsoft
Office and HR approval and tracking systems.

May communicate with Board staff both in HR and across divisions at all levels, as well as staff from other agencies
regarding any broad spectrum of HR-related matters. Contacts are for the purpose of working collaboratively to address
issues of mutual interest as well as to present analyses on significant problems, policies, and issues affecting human
resources. Must be able to assist with presenting the PSO's or Board's point of view and present persuasive logical
ideas and arguments in support of recommendations and suggestions.

This is a non-supervisory position working under the limited guidance and direction of a PSO Manager. Primarily works
Independently and carries out objectives and duties, keeping management informed of any unusual problems.
Completed work is reviewed only from an overall standpoint in terms of feasibility, compatibility with other work, or
effectiveness in meeting requirement or expected results.

Preferred: Candidate has experience with HR systems, including Workday and Service Now, which includes navigating the systems, performing user acceptance testing, and helping customers with questions on how to use these systems.

This is a term position scheduled to expire 12/31/2025 and is hybrid combining telework with an in-office presence in Washington DC.
