Job Description:

The Department of Health and Human Services' Division of Operations is looking for an IT Business Systems Analyst/Coordinator to perform business process analysis and design and provides systems support for the Business Team. Fulfillment of the job duties will play a vital role in helping DHHS fulfill its mission of "Helping People Live Better Lives."

What you will do as an IT Business Systems Analyst/Coordinator:



Communication & Coordination Duties



  • Work cohesively with developers, internal and external team members and business end users to find software application solutions that meet business needs.

  • Coordinate with other leads and project coordinators to develop and maintain project plans for assigned work requests.

  • Act as a liaison between the MMIS team and business users.

  • Measure, track and communicate project performance to team, supervisor, department leaders/managers, and business clients.

  • Facilitate and manage communications at all levels for all project logistics.

  • External Vendor/MCO etc. interaction and communications - for production issues, current and future projects.

  • Ensure business user's expectations are met.


Project Management Duties



  • Work with Project Owners, Project Managers, and team leads to manage project quality and completeness.

  • Manage project development from initiation through implementation.

  • Determine project completion timelines, monitor progress, and keep projects on track and on schedule.

  • Manage Project staffing efforts - Help maintain project plans by consistently monitoring BA hours, assignments, and availability.

  • Assign projects/tasks to business analyst team members and manage/monitor workloads.

  • BA project assignments - assign work to BAs based on their availability and strengths.

  • Actively monitor project risks and scope creep to foresee, identify potential problems and proactively identify solutions.


Coaching & Mentoring:



  • Support, mentor, and coach IT business analyst team members.

  • Lead business analysts in completing complex projects while efficiently ensuring deadlines and expectations are met.

  • Communicate clear instructions to team members.

  • Review and recommend changes if needed to BA/TA documents (Meeting Agenda, Minutes, research documents, BSRD, design, test scripts, testing results). Work with BAs to create comprehensive BSRDs.

  • Testing help or testing when needed. Review test results with BA and TA - help the BA with Test Planning, Test Preparation, Test Execution and Issue Resolution to assure compliance with the Business Requirements.


Day to Day Activities:



  • Manage the flow of day-to-day operations and production support activities.

  • Review/Assign/respond to production support issues.

  • Facilitate Daily (BA, BA/TA) meetings (huddle etc.), meetings with clients, external vendors etc.




Requirements/Qualifications




Minimum Qualifications: Experience in the analysis of business processes and system requirements, and the creation of business process solutions for large-scale business system applications.



Preferred Qualifications:



  • Experience with the systems development life cycle (SDLC) including planning, analysis, requirements gathering, development, testing, and implementation processes.

  • Project planning and management abilities.

  • Experience working with business users to determine business needs and requirements.

  • Experience identifying issues with the ability to solve problems efficiently and quickly.

  • Experience with Medicaid & Long-Term Care Information systems.

  • Experience with project management tools.

  • Experience analyzing business processes.




Other: Must be able to report to Nebraska State Office Building in Lincoln. This is not an out-of-state remote position.
