Williams Consulting, LLC is seeking a dynamic Program Director with extensive federal government experience, proven ability to manage multiple complex programs, and a strong focus on customer service excellence. The ideal candidate will have a solid background in public health, a proven track record of customer service excellence, and demonstrated ability to manage profit and loss (P&L) responsibilities, including overseeing performance and CPARS (Contractor Performance Assessment Reporting System) ratings. This role requires effective stakeholder management, risk management and leadership skills, with a focus on employee development through performance evaluations and performance improvement plans (PIPs). A PMP certification is required to ensure adherence to project management best practices.

Duties and Responsibilities
  • Manage multiple programs concurrently, ensuring alignment with organizational goals and federal requirements.
  • Oversee program operations, ensuring allocation of resources, adherence to timelines, and achievement of program goals.
  • Manage the full program P&L responsibility, including forecasting, cost, controls and financial reporting.
  • Drive performance excellence by managing the CPAR process, ensuring favorable ratings through strong performance management and quality control.
  • Provide leadership and guidance to cross-functional teams, fostering a collaborative and customer service-oriented environment.
  • Develop and implement program strategies that optimize operational efficiency, customer satisfaction and program success.
  • Ensure programs meet or exceed performance goals, managing any risk and applying risk mitigation strategies as needed.
  • Directly manage a team and conduct employee performance evaluations, develop performance improvement plans (PIPs), and provide regular feedback to staff to enhance productivity and performance.
  • Serve as WCLLC's primary point of contact for key stakeholders, including federal agencies, ensuring clear communication and strong partnerships. Interact with the client to understand program requirements and timelines.
  • Lead program meetings, review project deliverables, and track program performance.
  • Identify potential risks and provide timely solutions to mitigate any adverse impacts on program outcomes.
  • Support business development activities by contributing to proposals and contract negotiations.
  • Ensure the professional development of direct reports through training, mentorship, and leadership coaching.
  • Provide administrative support for virtual and face-to-face scheduled and ad-hoc meetings, including planning meetings, preparing for virtual meeting access, scheduling, and coordinating all meeting logistics, preparing and or reviewing meeting and post-meeting materials, and providing support for virtual event/webinar platforms.
  • Use PMP-certified methodologies to ensure project plans, schedules, and budget are managed effectively, with clear tracking of deliverables and program milestones.
  • Manage deadlines, deliverables, resources, action items, and timelines throughout the contract and hold owners accountable for their commitments.
  • Identify dependencies and issues or roadblocks and make sure they are known, owned, and mitigated.
  • Review and approve project team work to ensure adherence to scope, quality and productivity expectations and implement additional processes or reviews as needed to address systemic or recurring issues.
  • Source and develop high-caliber talent and drive their performance.

Qualifications and Experience
  • Bachelor's or Master's Degree in Public Health, Business Administration, or related field.
  • PMP certification required.
  • Minimum of 8 years federal government experience working with or managing programs in a public health or related sector.
  • Proven track record of managing multiple programs or projects simultaneously.
  • Strong understanding of the CPARS process, with a demonstrated ability to achieve favorable ratings.
  • Experience conducting employee performance evaluations, creating and executing PIPs, and managing staff development.
  • Strong experience in stakeholder management and building relationships.
  • Strong leadership and motivational skills.
  • Exceptional communication, interpersonal, and collaboration skills.
  • Ability to respond effectively to changing events and competing priorities.
  • Strong time management and organizational skills.
  • Proficient in using project management tools, collaboration platforms and Microsoft Office Suite.
  • Ability to obtain a Public Trust Clearance.
  • Ability to pass an employment background investigation and drug screening.

Working Conditions and Requirements

While performing the duties of this job, the employee is regularly required to talk or listen. Standing, sitting, squatting, and other normal office-related physical activities are required. Must be able to sit and read computer screens for extended periods.
