What You'll Do

The People Operations Generalist leads Head Start activities related to the life cycle of an Upbring Warrior from hire to retire. To ensure compliance with the Agency and its licensing, the People Operations Generalist is responsible for providing oversight to current and future warrior files, agency audits, onboarding/orientation. The People Operations Generalist additionally manages multiple projects independently while maintaining and upholding confidential documentation and information. This includes areas related to recruiting, recordkeeping, and other People and Culture issues or tasks assigned.

Responsibilities

Work Standards

  • Manages Head Start Operations for assigned program(s); including but not limited to new hire pre-employment, background checks, pre-employment verification, pre-employment drug screenings, vaccinations, and tb testing, I-9 verification, record keeping, & tracking as well as new employee orientation.
  • Monitor and implement Office of Head Start (OHS) requirements applicable to workforce such as minimum position requirements, waivers, and other grant requirements applicable to early head start and head start programs
  • Assists the HS People Operations Manager in implementing the annual Cost-of-Living Adjustments (COLA) for assigned grant funded programs, inclusive of employee communications, import files and HRIS audits
  • Responsible for timely and accurate data entry of new hires, transfers, status changes and voluntary separations
  • Update and maintain an accurate tracker of all program staff for assigned programs to track vacancies, pre-employment process, onboarding through 90-days, separations, and regular audits to ensure data and process integrity
  • Assists the HS People Operations Manager in ensuring accuracy of Head Start PIR report, annual workforce separations report and annual updates of holiday calendar for all centers in HRIS per ISD approved academic calendar
  • Encourages positive employee relations and employee satisfaction through early intervention, proactive action and promotion of the Upbring culture
  • Assists the HS People Operations Manager with coordination, planning and execution of annual summer furlough process, which may include assistance with benefit premium tracking, payroll notification, HRIS updates of employee status, PTO policy suspension and timesheet updates
  • Responsible for annual MVR and monthly OIG checks for assigned programs

Communication

  • Assesses current People Operations processes and make suggestions for improvement using critical thinking and data analysis
  • Create and maintain strong business partnerships across the People Operations function to deliver value-added service to employees and management
  • Manage data in accordance with the Agency’s record retention policies and procedures and state and federal laws and regulations
  • Maintain and audit employee files, records, and information in strict confidentiality, to ensure compliance
  • Designated point-of-contact for licensing audits, or other governing body audits for assigned programs
  • Responsible for annual review of assigned grant funded job descriptions to ensure alignment with grant requirements and employee job description acknowledgement
  • Responsible for annual policy acknowledgements for assigned programs

  • Support and assist with the implementation of new onboarding initiatives
  • Assists the HS People Operations Manager in breaking down strategic problems and analyzing data to provide insight and recommendations while supporting the business in HRIS support, system enhancements, product upgrades and development
  • Assists the HS People Operations Manager Support Head Start with state and federal compliance, audit, and projects
  • Work closely with Headquarters People and Culture team to ensure practices, policies, procedures are managed and administered properly and efficiently and supports the needs of the program personnel and meets the department goals and objectives.

Qualifications



Minimum Qualifications

  • Associate degree in Human Resources Management, Organizational Development, Business Administration, or closely related field; or a combination of education, training, and experience
  • Two (2) years of HRIS experience, UKG is a plus.

Knowledge, Skills, & Abilities

  • Strong conflict resolution and decision-making skills with a strong ability to view situations from different perspectives and strategically present solutions
  • Strong knowledge of current state and federal legal and regulatory legislations in Employment law and federal contractor requirements
  • Strong verbal communication and presentation skills with the ability to build positive working relationships with all levels
  • Strong time management and organizational skills with the ability to manage competing priorities, pay close attention to detail and meet deadlines
  • Strong interpersonal skills with the ability to work independently, within a team environment and with a diverse group of people at all levels of the agency
  • Proficient with Microsoft Office (Word, Excel, PowerPoint, and Outlook), ATS and HRIS
  • Ability to gather and analyze information to respond to issues and make recommendations
  • Ability to travel based on business needs approximately 5-10%

Preferred Qualifications

  • One (1) year of relevant and progressive experience leading complex employee relations cases, inclusive of EEOC or other legal cases
  • Prior audit and/or compliance experience
  • Current professional HR certification issued by HRCI (PHR or SPHR) or SHRM (SHRM-CP or SHRM-SCP)
  • Basic knowledge of federal, state, and local employment laws and People Operations practices and trends
