Job Description: YRCI is seeking full-time Staffing Specialists to support our Human Resource (HR) Remote Operations Center (HRROC), located in Reston, VA. YRCI’s HRROC™ is a Shared Service Center that supports multiple Federal agencies and offers a friendly, collaborative team environment with access to training from industry experts! Consult with hiring managers on recruitment actions discussing a variety of topic such as the position, special considerations, general recruitment information, and areas of consideration, assessment information and job analysis. Manage internal and external recruitments by developing multiple recruitment strategies utilizing such methods and sources as Delegated Examining (DE), Merit Promotion (MP), special hiring authorities (ex. Veteran’s Recruitment Act (VRA), 30%, Disability, student programs, temporary/term employment.) Prepare vacancy announcements using USA Staffing and USAJobs and complete all required actions, including job analysis, crediting plan, identifying best qualified candidates, issuing a certificate of eligible candidates, and extending final job offers. Provide guidance and advisory services to operating managers in analyzing and proposing solutions to personnel management problems; have knowledge of prohibited personnel practices. Perform position analysis to determine organizational requirements; have knowledge and strong ability to adjudicate Veterans' Preference. Rate and rank applicants under DE utilizing Category Rating Procedures; evaluates qualification and eligibility or positions being filled. Determine recruitment strategies utilizing a variety of sources (when applicable) to find job candidates; posts job vacancy announcements using USA Staffing; Issue certificates using USA Staffing; and develop Merit Placement Plans and ensure compliance with Federal laws and Agency Merit Promotion Plan (MPP). Ensure that the selecting official has a reasonable number of well-qualified candidates from which to choose. Perform internal and external recruitment and placement actions such as appointments, promotions, reassignments, change to –lower grades and position changes for the most difficult and complex organizations which may include positions from various divisions, carious duty locations, and/or unique or unusual pay systems. Ensure all HR functions are completed in accordance with regulations; provide guidance and assistance to supervisors and designated Subject Matter Experts (SME) in the development of ranking criteria. Oversee all actions associated with the position; ensuring all required actions are completed including job analysis, crediting plan, identifying best qualified candidates, issuing a certification of eligible candidates, and extending final job offers. Ensure required selection documentation and information is correctly recorded and collected; attend all staff meetings and business unit training sessions as necessary. Complete mandatory agency training; update Dashboard - Tracker with accurate and concise information; coordinate efforts with others to find mutually acceptable solutions for the successful achievement of goals.
