I. General Summary



Responsible for managing the daily operations of the IT Finance Team, which includes financial matters pertaining to staffing, fiscal and operations improvement, requisitioning and invoice management of IT contracts, and budget preparation and monitoring, and financial reporting. Oversee monthly and annual financial closing activities and process management as assigned. Work is performed under limited supervision. Direct report to the Director, IT Operations & Business Management.



II. Principal Responsibilities and Tasks

• Participate in the development and execution of financial and budgetary goals within the context of the IST Annual Operating Plan and financial and budgetary plan.
• Review work process methodologies for financial management workflows and make recommendations for improvement and efficiency as requested and identified.
• Develop, administer and manage the department operating and capital budgets in collaboration with the Director and Finance and ensure the department operates within the parameters of the approved budget.
• Manage the workflow for budget requests, make recommendations for changes, and participate in the presentation and approval process with IT executive leadership.
• Prepare monthly variance and financial reports; monitor department performance to budget; review appropriateness of departmental expenditures.
• Provide departmental oversight of business practices and procedures.
• Maintain department reports and statistics for administrative and planning purposes.
• Serve as the primary liaison between Finance and the Director regarding operations and issue resolution.
• Serve as the liaison with accounts payable and supply chain to ensure accurate and prompt requisitioning and invoicing of IT contracts.
• Manage process for tracking all requests for IT expenditures and ensuring tasks assigned to Finance team members are performed in a timely manner.
• Proactively identify and pursue opportunities to improve operational efficiency and effectiveness.
• Collaborate with IT Operations and IT Contract Managers to manage IT contract lifecycle, IT budget, and strategic initiatives as assigned.
• Serve as subject matter expert regarding IT financial management processes including technical steps in Enterprise Resource Planning system and enterprise budget management and financial reporting systems.
• Lead annual operating and capital budget preparation processes in conjunction with Director, including contract reviews and budget meetings with business owners and vendors, amortization of expenses, salary analysis, and reviewing financial reporting to determine budgetary needs.
• Represent the department at various meetings, task force groups, quality councils and with other members of the UMMS.
• Assess, manage and monitor employee satisfaction results and action plans, and assist senior management in the execution of improvement action plans.
• Develop and implement department goals and objectives in collaboration with IT Leadership.
• Provide guidance and assistance to customer base and ensure process/policies are maintained in accordance with established UMMS standards.
• Establish comprehensive metrics and reporting to evaluate team performance to ensure goals and objectives are being met.
• Identify and resolve operational and performance gaps and obstacles; recommend/implement changes and improvements.
• Mentor staff in both technical and soft skills to craft a team of highly competent, consistent, thoughtful, and customer-centric financial experts.
• Evaluate staff effectiveness and develop/implement training programs to improve performance.
• Perform managerial functions including hiring, discipline, training and development, and preparing performance reviews in accordance with UMMS policies and procedures.
• Perform other duties as assigned.

Qualifications

III. Education and Experience



• Bachelor's degree in Finance, Accounting, Business Administration, or related field. Master's degree preferred.
• Five years' of progressively responsible professional experience in finance with responsibility for financial planning, budgeting, financial analysis required.
• Two years of supervisory/managerial experience required.
• Two years' experience managing ERP workflows particularly Infor Cloud Suite preferred.

• Working knowledge of health care management, administrative and operational principles and best practices, including budgeting.
• Strong business and financial acumen.
• Proficient in preparing and analyzing financial data.
