Job Description:

Works under the general supervision of the Anti-Neglect Technician in the Anti-Neglect Service Center. Inspects the exterior and interior of vacant and occupied and industrial buildings to determine compliance with Anti-Neglect Ordinances. Interprets ordinance requirements and recommends corrective action. Informs owners of repair/reconstruction work required to comply with ordinances. Reviews and recommends approval of owner's rehabilitation plans that have been prepared by a licensed and registered architect. Conducts quarterly follow-up inspections to monitor rehabilitation status. Drives to various site locations to conduct inspections on commercial and industrial buildings. Issues summons and/or citations on matters relating to the enforcement of the Anti-Neglect/Derelict Building Ordinance. Evaluates existing buildings, on a complaint basis, for hazardous conditions and issues violation notices and stop-work orders until building is compliant. Appears in court on matters relating to the enforcement of the Anti-Neglect/Derelict Building Ordinance. Ensures repairs or alterations are performed correctly and conducts site visits during first phase of construction to make initial inspection. Maintains and keeps inspection logs and various reports including photographs, notes of conversations, videos, correspondence, field reviews, and other related information into a computerized system. Examines plans to ensure structure complies with building codes. Follows up to verify corrections of violations are made and takes appropriate action to insure compliance.

 

Performs additional functions (essential or otherwise) which may be assigned.

Work is performed in an office environment and at various building locations. Must be able to operate city vehicle to and from building locations for inspections. Requires constant walking and standing when inspecting buildings. Requires the ability to communicate clearly and effectively in writing and verbally with staff, developers, building contractors, architects, engineers and city officials. Must be able to traverse on various surfaces when conducting inspections. Requires the ability to inspect dangerous, abandoned, and/or derelict buildings.

Work involves contact with the public at times under stressful conditions. May be exposed to animals (dogs and cats), rodents, insects and deteriorating structures when conducting inspections. May be exposed to various weather conditions, fumes, odors, dust, and noise.

High school graduate or equivalent with seven (7) years' experience in the building inspection/building construction industry. Must be certified by the state of Tennessee as a Building Code Inspector or obtain such certification before the end of twelve (12) months of employment as a condition of continued employment, or any combination of experience and training which enables one to perform the essential job functions. Personal computer experience preferred. Must possess and maintain a valid driver's license as a condition of continued employment.



The City Charter requires that City Employees must establish residence within Shelby County within six (6) months from date of Employment. Proof of residence will be required at the time of hire. Proof of residence will be required at the time of hire. As defined by Tennessee House Bill 105, "first responder means paid, full-time law enforcement officers, firefighters, and emergency medical personnel and dispatchers of law enforcement, fire and emergency medical service departments."
