Job Description:

The Department of Health and Human Services is seeking a motivated individual to join our Office of Economic Assistance Team and fill the role of Program Specialist.


The Program Specialist assists the Quality Administrator I in supporting both the Office of Economic Assistance Program Accuracy Specialist (PAS) and Quality Control (QC) Teams and all associated activities.


This position, under limited supervision, is responsible for assisting the day-to-day operations for both the EA PAS and QC Teams at the direction of the Quality Administrator. This includes assisting with planning, implementing, monitoring, and evaluating the program's activities, developing procedures for training new staff do the PAS and QC teams, assisting in developing Standard Operating Procedures for both teams, and coordinating with Policy, Legal and Leadership to review Federal regulations, State Statutes, and administrative policies to determine any impacts to both PAS and QC teams.


The Program Specialist:


•Coordinates with Policy, Legal, and Leadership to research Federal Regulations, State Laws, and Administrative requirements that could impact both the EA PAS and EA QC Teams.


•Develops Quality assurance processes, processes for performance accountability for both EA PAS and EA QC Teams. Also Develop a process for specialty reviews for EA PAS as requested by program or operations.


•Create SOP's for both the EA QC and EA PAS teams based of research done with Policy, Legal and Leadership


•Monitors both EA PAS and EA QC Teams data to ensure reliable quality data is being collected by both teams and that standard practices are being applied.


•Compiling data from both the EA QC and EA PAS teams and create material to present to management, field, legislature etc.


•Create/Provide/Update training for both the EA QC and EA PAS teams after assessing both team's effectiveness.


Hiring Rate: $23.779 per hour - Non-Exempt


Work Schedule: Monday - Friday; 8:00 AM -5:00 PM


Dress Attire: Business Casual


Driver's License is required.



Requirements / Qualifications:




Minimum Qualifications: Bachelor's degree, or equivalent coursework/training, in public administration, social/behavioral sciences, healthcare, human services or other program-related field. Professional experience working in a human/social service or health care agency with responsibility for planning or evaluation services, programs or operational policies and practices may substitute in lieu of the educational requirement.



Preferred Qualifications:



  • Bachelor's degree in business or public administration, social/behavioral sciences, education, health sciences, public health, law or related field and experience in program planning, implementation, monitoring, and evaluating program functions.





  • Related coursework, training and/or education may substitute for the Bachelor's degree on a year-for-year basis.





  • Prefer Economic Assistance Program knowledge and experience with N-FOCUS.




Other: The employee must possess a valid driver's license or the ability to provide independent authorized transportation.



Knowledge, Skills, and Abilities



  • Knowledge of and experience with Economic Assistance Programs, NFOCUS, and Microsoft Office products (especially Excel and PowerPoint)



  • Knowledge of and experience with Continuous Quality Improvement processes, including quality assurance activities and performance improvement principles.



  • Knowledge of and experience with data analysis and reporting.
