ABOUT THE POSITION

The County of Riverside's Assessor/Clerk Recorder has an exciting opportunity for an Information Technology Manager I (ITMI) to lead and manage the department's IT operations. The ITMI will oversee the day-to-day activities of a team consisting of two System Administrators, one Database Administrator, and one Application Developer, ensuring IT services are effectively delivered to over 300 users. This role involves close collaboration with departmental user teams to understand their processes and application needs while serving as a liaison to various stakeholders, including Department Heads (Elected Officials), management, County IT staff, and vendors. Strong communication skills and the ability to manage multiple stakeholders are essential.

The ideal candidate will possess a broad range of technical and managerial skills. In the area of Network Administration, the ITMI must understand network infrastructure, protocols, and security practices. In Systems Administration, expertise in server management, operating systems, and hardware is essential. The role also requires proficiency in Database Management, including database design, administration, and query languages. An understanding of Cybersecurity, particularly risk assessment and the implementation of protective measures, is critical. The ITMI should have experience in Team Management, demonstrating the ability to lead and motivate staff, delegate tasks, and provide direction. Experience in Project Management is needed to plan, organize, and execute IT projects within budget and on schedule. A strong Business Understanding is necessary to align IT services with organizational goals and industry trends. Additionally, the ITMI should be skilled in Strategic Planning, able to develop and implement IT strategies, best practices, and service levels aligned with business objectives.

This position requires proven experience in IT management, systems administration, network management, and database administration. Candidates must have a track record of successfully managing IT projects and leading teams. The ITM I class has been designated At-Will by the Board of Supervisors, in accordance with the provisions provided under Article 6, Section 601E (8) of the County Management Resolution and serves at the pleasure of the Chief Information Officer.

This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3, Section 311(C) of the County Management Resolution. Program eligibility requires employees to be in a leadership position, manage other employees or programs, and have significant influence on the achievement of organizational objectives.

Meet the Team!

Assessor - County C l erk - Recorder (ACR), The ACR has a staff of over 375 employees located in offices throughout Riverside County. The Assessor is responsible for locating , identifying and valuing all taxable property in Riverside County. The Recorder is responsible for providing the public with constructive notice of private acts and creating and maintaining custody of permanent records for all documents filed and recorded in Riverside County. The County Clerk services range from issuing marriage licenses and performing marriage ceremonies to accepting filings of Fictitious Business Name Statements. The Records Management Archives Program (RMAP) unit provides professional records management services and the Archives Program provides public access to the history of Riverside County.

EXAMPLES OF ESSENTIAL DUTIES
• Develop and implement operational plans for oversight of IT Administration and information technology infrastructure to support the County and department's business goals.

• Organize and direct relevant activities in support of smooth operations; analyze and prepare a variety of complex reports and correspondences.

• Develop and implement work plans to accomplish work group objectives; assign work and monitor performance; take action in the full range of formal personnel activities including hiring, training, and evaluating performance of staff.

• Oversee and provide consultation in the development of technology solutions to achieve business goals in a variety of operational areas.

• Serve as a liaison; create and foster partnerships with others to deliver and improve services.

• Establish policies and procedures as well as acceptable practices.

• Manage a portfolio of projects to be accomplished in the short- and long-term.

• Ensure customer satisfaction and work group productivity as well as a constructive operational environment and positive organizational behavior.

• Prepare and present budget and other funding proposals; monitor expenditures; and operate within budget allocation.

• If operating as an administrator within the IT environment, assist divisions and program managers with the development of individual budgets, monitor deviations from approved budgets and recommend corrective measures including implementing internal controls.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited college or university with a Bachelor's degree, preferably with major course work in computer science, information systems, electronics engineering, voice/data communications, public/business administration, or a related field to the assignment. (Additional qualifying experience in systems analysis, applications programming, user technical support, network administration, or telecommunications may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)

Experience: Three or more years of IT supervisory or administrative experience with responsibility for planning, organizing, and implementing budgets, programs, and projects. This must have included at least one year of experience supervising staff in any one of the following functions: budgets, systems analysis, applications programming, user technical support, network administration, or telecommunications functions. (A Master's degree from an accredited college or university in computer science, information systems, or public/business administration may be substituted for one year of the non-supervisory experience.)

Knowledge of: Current technology in a changing environment; principles and practices of supervision, including matrix based project management; emerging technologies and industry supported (e.g., healthcare, law enforcement) applications, as well as understanding applicability of new technology to operations; consensus building and other group decision processes; organizational dynamics related to budget, human resource allocation, authority to act and other factors critical to establishing realistic objectives and achieving goals.

Ability to: Present technology vision and strategies to department and agency management; manage multifaceted and technically sophisticated projects and on-going operations; develop strategic plans for operation and growth; analyze user needs, existing and emerging technology, costs/benefits, internal political considerations and utilize available financial and human resources; establish objectives, activities and timelines and completing the work within those parameters; advocate for needed resources; communicate with others from varied socio-economic backgrounds, diverse cultural norms and conflicting priorities and needs; foster positive relationships and public relations.

Skill in:

• Preparing reports, memos, and formal presentation materials that require attention to style and content to actively engage the reader and sell technical ideas.

• Listening to others and understanding direct and implicit messages; seeking and utilizing information from others.

• Tailoring verbal presentation of technical information based on understanding of and appealing to diverse perspectives and needs.

Other Requirements:
License: Possession of a valid California Driver's License.

A successful Security Clearance conducted by the Sheriffs' Department is required for positions within the Riverside County Information Technology Department.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).



  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.


  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.


  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013.Effective July 1, 2023, the employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.


A new member is defined as any of the following:
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

  • CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

    Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

    DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

    401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.

    ANNUAL LEAVE (Bi-Weekly Accrual):

    0 < 36 months = 8.92 Hours
    36 to <108>108 or more months = 12.00 Hours

    Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.

    -Annual Leave for Unrepresented Management Attorneys:
    Maximum Annual Leave accumulation is 2,000 hours. Refer to Article 22 of the Management Resolution for a list of job classifications included.

    HOLIDAYS: Normally 12 paid holidays per year.

    BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).

    BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

    LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.

    POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
