Job Description:

The Engineering Manager should possess the skills, experience, and knowledge to support the Engineering & Business Development teams. This critical position reports directly to the President and will work directly with the Business Development, Project Management, Engineering & Design team members day-to-day to effectively guide & direct the execution of calculations, specifications, drawings and quality assurance necessary to successfully meet our client's objectives. The successful candidate is required to exhibit exceptional communication abilities, technical proficiency, proactive & positive discipline leadership and a continuous pursuit of safety while in the home/office and performing field observations. The Engineering Manager shall serve as the single point of responsibility for all technical disciplines and is expected to maintain complete command of technical quality and shared responsibility with the project management team for on time delivery. Spartan demands the utmost quality and maintains a culture of inter-disciplinary support ensuring timely delivery of our projects.

RESPONSIBILITIES:

Technical Responsibilities
  • Single point of contact for technical leadership of the firm.
  • Must have extensive knowledge of hazardous liquid & gas pipeline project development & construction lifecycles.
  • Responsible for utilization of staff and creating and maintaining department budget.
  • Exceptional comprehension multi-discipline design drawings and technical specifications as necessary to direct additional development of project deliverables, such as calculations, specifications, and engineering evaluations.
  • Offer technical discipline leadership recommendations and a bridge to solution providers within the organization, backchecking of technical deliverables against scope documents to ensure alignment of expectations with production, project communication of potential changes to discipline leadership with Change Management documentation provided to the Project Manager in a timely fashion.
  • Work with Project Management teams to report technical development and commercial implications to clients through the use of formal & informal meetings, project reports, and telephone as necessary to ensure alignment of the technical path to completion.
  • Participating / Active member of the technical engineering staff providing technical expertise in the candidates discipline.
  • Work with engineering & design discipline leadership to assemble drawings, schematics, diagrams, sketches, plans and specifications into transmittal packages to sufficiently describe the engineered solution to clients.
  • Maintain working knowledge of international building codes, 49 CFR 192/195, permitting practices/requirements for the construction of pipelines & facilities, etc.
  • Provide technical guidance to Vendor Data/Procurement Coordination as needed.
  • Direct quality audits of engineering & design team at various intervals along the path through conceptual, FEED and Detailed Design stages utilizing squad checks, quality audits, and design reviews.
  • Development & cold eye reviews of technical documentation such as Design Basis Manuals, Technical Memos, Engineering Reports, Construction Scopes of Work, Management of Change Documents, etc.
  • Work with clients and vendors to obtain information required to complete engineering design deliverables on schedule and building long working relationships.
  • Literate in Microsoft Office (Word, Excel and Teams at a minimum).
  • Willingness to travel as required for project & team development (less than 20% is normal).
  • Must be able to traverse client sites to conduct walkdowns including, but not limited to, climbing ladders and stairs.
  • Must be able to work outside at client sites in all weather conditions.
  • Must be legally eligible to work in the US without current or future sponsorship.
  • Ability to pass a pre-employment and random drug and alcohol screenings, Spartan and client-specific background checks, and annual motor vehicle record (MVR) according to company and client policies.

Business Development
  • Provides commercial & technical support to the Business Development Team, as needed.
  • Generates labor estimates, deliverable lists, technical & commercial qualifications
  • Coordinates proposed design concepts with other engineering disciplines and proposal staff
  • Constantly promotes the Company and capitalizes upon opportunities to capture work

Pulsar Corporate Support

SKILLS AND EXPERIENCE:
  • BS in Engineering or Technical discipline from an ABET accredited school.
  • Minimum of 15+ years of engineering related experience.
  • Ability to be an individual contributor and work effectively in teams.
  • Valid Professional Engineer license with completed NCEES record is a plus.
  • Willingness to obtain additional Professional Engineer licenses to satisfy project requirements (paid for by Spartan).
