  • Rate: $77.80/hour on W2 (no benefits) or $84/hour on 1099/C2C. Alternatively, $138K annually with benefits.

Job Description:

The selected candidate will be responsible for supporting and enhancing a multi-tiered architecture in a state government agency's core business systems. Specifically, you will be developing new business functions, troubleshooting existing issues, modifying code, and enhancing features using MicroFocus Visual COBOL in a Windows Server environment.

The project work primarily focuses on business logic for both online and batch processing systems, as well as data extraction and report generation related to various driver services (driver licenses, ID cards, commercial driver requirements, suspensions, violations, and financial responsibility). You will work closely with Business Analysts specializing in driver services and financial processing functions, and you'll also be exposed to vehicle registration and titling aspects of the system.

Scope of Work:
  • Develop and maintain COBOL functions within an existing application framework.
  • Lead the analysis and troubleshooting of system problems.
  • Code and test business applications using MicroFocus Visual COBOL.
  • Implement technical specifications in response to business requirements.
  • Ensure solutions meet business expectations and project deadlines.
  • Production troubleshooting support will be a key aspect, so previous production support experience is required.

Key Responsibilities:
  1. Analysis: Evaluate business applications (Phoenix II, web services, and batch applications), focusing on driver services and financial processing, adhering to South Carolina law around driver licensing.
  2. Development & Support: Develop new COBOL business functions and troubleshoot any issues within the existing SCDMV application framework.
  3. Collaboration: Work directly with Business Analysts and development teams to propose and develop technical specifications, ensure user requirements are met, and perform production troubleshooting support.
  4. Design & Testing: Take the lead in analyzing requirements, designing solutions, and overseeing coding and testing procedures.
  5. Communication: Provide regular project status updates to the development manager and collaborate effectively with the team to ensure timely project completion.

Skills & Qualifications:
  1. Government Experience: This role requires experience in working with government-related projects.
  2. COBOL Expertise: The candidate must have significant experience with MicroFocus Visual COBOL using Visual Studio 2019 in a Windows Server 2019 environment under IIS.
  3. RDBMS Proficiency: A strong understanding of relational database management systems, including Oracle and SQL, is essential.
  4. Driver Law Knowledge: Familiarity with South Carolina Driver Law, particularly Part 56 of the SC Code of Laws, is required, including knowledge of driver credentials, suspensions, violations, and financial responsibilities.
  5. Web Service Experience: Experience in calling COBOL via Microsoft Windows web services and implementing Microsoft Windows web service design is critical.
  6. UI and Database: You will also engage with MS .NET applications (VB.NET, C#.NET) and the Oracle Database tier, so prior experience with multi-tier systems is vital.
  7. Production Support: The role demands experience in production troubleshooting, so the ability to handle live system issues and support production systems is crucial.

Daily Responsibilities:
  • Analyze the Phoenix II system, web services, and batch business applications.
  • Troubleshoot assigned system problems, propose solutions, and develop technical specifications in response to new requirements or system issues.
  • Lead the design, coding, testing, and promotion of technical solutions, ensuring they meet user requirements.
  • Work one-on-one with Business Analysts and end-users to ensure system compliance with South Carolina driver licensing law.
  • Provide daily and weekly status updates to the Development Manager, ensuring that projects stay on track.

Required Skills (Ranked by Importance):
  1. South Carolina Driver Laws: Working knowledge of South Carolina's driver laws, rules, and regulations (SC Code of Laws Part 56) around credentials, suspensions, violations, and financial responsibilities.
  2. AAMVA Knowledge: Familiarity with the American Association of Motor Vehicle Administrators (AAMVA) for both commercial and non-commercial driver processing, including federal mandates like FMCSA and the CDLIS/PDPS interfaces.
  3. COBOL Development: Proficiency with MicroFocus COBOL and experience in enterprise-level development using Visual Studio 2019.
  4. Oracle SQL: Strong expertise in Oracle SQL and SQL programming for application programming against relational databases.
  5. Web Services: Experience in designing and implementing Microsoft Windows web services, especially in a multi-tier environment.

Education & Experience:
  • Preferred: Bachelor's degree in an IT-related discipline with at least 12 years of relevant experience.
  • Minimum: 14 years of experience in related roles, with a strong emphasis on COBOL, SQL, and multi-tier system design.
