About the Role:

We are seeking an experienced Program Director to manage awarded task orders and drive business development. This role is essential to ensuring contract delivery and supporting APV's growth through the capture of new opportunities.

Key Responsibilities:

1. Task Order Management & Oversight
  • Manage day-to-day operations of awarded task orders, ensuring contract delivery meets client expectations.
  • Oversee Project Managers and ensure all deliverables are met.
  • Ensure staffing for task orders with qualified personnel, ensuring performance standards are upheld.
  • Maintain Profit & Loss accountability for awarded task orders and manage project budgets effectively.
  • Achieve "Exceptional CPARS" ratings on each task order.
  • Serve as Project Manager for select task orders, maintaining 50% billability.

2. Business Development & Account Management
  • Lead recompete efforts for existing task orders.
  • Leverage your network and expertise to identify, pursue, and win new business opportunities.
  • Develop and execute Capture Plans for new opportunities.
  • Build and maintain relationships with federal clients and contracting officers.
  • Lead task order submissions, ensuring compliance and accuracy.

Required Skills & Qualifications:
  • Experience managing L&D and HR operations personnel and day-to-day project execution.
  • Business acumen with the ability to manage financials and project budgets.
  • Proven business development experience, with success in identifying and securing new government work.
  • Strong knowledge of federal acquisition and contracting processes.
  • Experience managing small to mid-level government projects.

Education:
  • Master's degree in Human Resources Management or a related field.
  • PMP certification is a plus.

Highly Preferred Skills:
  • Experience working with senior executives in federal agencies.
  • Existing relationships with federal agencies or the ability to establish them quickly.
  • Ability to create and execute account plans based on client budgets and priorities.
