JOB DESCRIPTION

Primary purpose:

The Estimator will be responsible for developing and completing estimates for large projects in midstream, industrial gases, and carbon sequestration space. Will work with various groups that may be comprised of internal and external service providers including but not limited to Project Engineers, Planning Engineers, Operation Engineers, and Environmental Engineers.Minimum requirements:

Education:

  • Bachelor's degree in Engineering, Construction Management or related field.
Experience/Specific Knowledge:

  • 7-10 years of experience with Oil, Gas, Chemical EPC or construction contractor estimating

  • Experience developing estimates or bidding midstream construction projects

  • Ability to identify factors that affect work productivity and incorporate them into cost estimates.

  • Familiarity with analyzing requirement data to develop material and cost estimates for large projects

Certifications, Licenses & Registrations:
  • Must possess and maintain a valid driver's license and a driving record satisfactory to the company and its insurers (for travel).

  • Demonstrated attention to detail.

  • Excellent written and verbal communication skills.

  • Proficient in MS Office applications that may include but are not limited to Excel, Word, Access, PowerPoint, Project, and Outlook.

  • Proficiency in mathematics, statistics and data analysis

  • Excellent analytical skills and attention to detail

  • Report writing and strategic planning skills

  • Expertise with analytic tools, such as spreadsheets and database managers

  • Ability to read and interpret technical documents

  • Job level commensurate with experience and skill sets; position will be filled depending on qualifications, experience, and skillsets of the successful candidate.

Working Conditions:

  • Travel is required and anticipated as 10-15% across a broad geographic region.

  • The majority of the typical workday is spent in an office environment, though this may change, depending upon the location assignment. For work performed out of doors, weather conditions vary and can be extreme, depending upon location assignment, and may include severe seasonal changes which are primarily influenced by geographic location.

  • Must be able to work in all weather conditions.

  • Must be able to communicate effectively with fellow workers and demonstrate adherence to established safety policies and procedures.

  • Overtime may be required and extended work hours in cases of emergencies.

  • Required to carry a cell phone, and be available to respond during working and non-working hours.

  • The successful candidate will be required to clear a drug screen and a complete background check, including a credit report for certain positions, after an offer has been extended and prior to being employed.

Supervisory Responsibility:
  • Technical work direction and oversight of staff and contractors.

  • Manage the development of bottoms up FEL 1 and 2 estimates from inception to completion, ensuring goals are met.

  • Lead the team in strategy and implementation efforts.

  • Estimate projected time frame and workload for project completion. Review summary schedules for validity.

  • Determine labor cost estimate for required estimating efforts.

  • Calculate costs based on analysis of project specifications, pricing schedules for labor and materials, and historical data.

  • Manage EPC cost database.

  • Determine direct and indirect factors that influence cost, and review with upper management.

  • Analyze post production costs and use data to inform future project estimates.

  • Compile engineering reports

  • Review engineering documents for gaps in scope of work.

  • Determine constructability requirements and site evaluations via site visits.

  • Compiles documentation of quantity take offs and analysis of constructability.

  • Develop risk management tools and risk review processes.

  • Requires compliance with estimating methodology to ensure quality estimates are produced.

  • Verify bids from vendors and contractors.

  • Support development of bid packages and scopes for contractors and vendors.

  • Prepare and deliver presentations that communicate project proposals, descriptions, and status to upper management, governmental agencies, the public or other stakeholders.

  • Review and integrate quotes on bonds and insurance.

  • Develops and maintains relationships with company vendors and contractors

  • Effectively interface with customer representatives, regulators, Tallgrass staff, and others as required.

  • Deal with a wide variety of people with tact, courtesy, and professionalism.

  • Speak clearly, both in person and by telephone, using a high level of verbal skills, and listen carefully.

  • Maintain regular, dependable attendance and a consistently high level of performance.

  • Will work non-traditional hours as needed.

  • Maintain a high regard for personal safety, for the safety of company assets and employees, and the general public.

  • Other daily, weekly, monthly or special project duties as identified and defined.

  • Other duties as assigned.
