Overview:


ACS Professional Staffing is looking for an employee to work on-site with our client. This Operations Analyst 2 position will support a fast-paced organization that directly provides products and specialized technical and operational support to dispatch of the transmission system. This organization also develops and manages all near-term System Operating Limits (SOLs), and Total Transfer Capabilities (TTCs). The organization provides control center technical oversight for planned outages, Automatic Generation Control (AGC), Balancing Authority (BA) operations, Remedial Action Schemes (RAS), disturbance monitoring and event reporting. They also plan and develop operational procedures and technical expertise for North American Electric Reliability Corporation (NERC) and Western Electric Compliance Corporation (WECC) compliance standards. The organization provides programmatic oversight for the development, tracking, scheduling, coordination, and process support for technical training of personnel. This full-time position is located in Vancouver, WA.



Pay range: $35.32 - $50.47

Responsibilities:
  • Collaborate and coordinate with the appropriate Subject Matter Experts (SMEs) in the development, draft, and preparation of training program documents such as Individual Learning Plans, On-the-Job Training Practical Factor Cards, Training Needs Analysis, Job Task Analysis, Training Facilitator Guides, Training Evaluation forms, and sub-team training program guides.

  • Build training plans, desk references, user / educational materials, and reporting tools for use by specific sub-teams within Transmission System Operations.

  • Perform audio/video recording, editing, and cataloging of training sessions and other assigned audio/video work.

  • Interface with other training program development efforts within the company and at WECC and Northwest Power Pool (NWPP) to share knowledge and seek alignment. Provide management with information gained from these interfacing activities making recommendation for adjustments to training deliverables.

  • Populate and maintain organizational SharePoint Training site with Training Program libraries, individual learning plans, manager reports, individual learner reports, catalogued training courses, and other appropriate training materials and documentation. Provide manager with recommendations for improvements for further automating training program activities and implement company-approved improvements.

  • Incorporate technical engineering criteria, safety rules, compliance regulations, and other operational data into reports, processes, training guides, and training plans such that the information will enable the company to operate its transmission system safely and reliably.

  • Provide training on workflows, methodologies, and tools related to Technical Operations as requested.

  • Track and report training scores to management, for formal technical training of Operational Support personnel.

  • Draft new and review and edit existing technical documents that clarify ambiguous language or instructions and that result in accurate system controls that function as planned.

  • Coordinate efforts among various technical teams charged with improving transmission business operations, scheduling, congestion management, integration of wind resources, and/or other matters affecting transmission operations by:

  • Arranging/facilitating meetings; provide research materials; gather data from various technical teams and stakeholders.

  • Verifying teams are operating in lockstep with one another (i.e., that analyses and evaluation activities are in sync) and that technical documentation is cohesive and consistent.

  • Verifying that documentation requirements are understood and completed within required timeframes.

  • Representing the organization in coordination with internal counterparts in other company functional groups to monitor, track, and validate follow-through on assignments.

  • Create / draft internal and external compliance reports for NERC, FERC, WECC, NWPP and/or any other regional reporting requirements for the TO and TOO business units.

  • Collaborate and coordinate with the appropriate Subject Matter Expert (SME) in the development / draft and preparation of compliance violation self-reports and mitigation plans.

  • Interview SMEs to gather information on automated systems, system behaviors, and work processes that support the reliable operation of company's system.

  • Analyze, model and document / draft processes and procedures utilized or to be utilized by the TO / TOO work groups.

  • Draft and provide recommendations to the manager on change management plans and their implementation; provide implementation assistance which may include the draft of job aids, job procedure documentation, and updates to process mapping documents.

  • Draft technical documents containing business rules and requirements.

  • Create management reporting tools that track, document, and communicate the progress of work unit related activities and projects to determine quality and timeliness of assignments.

  • Review, analyze, and record the processes and system modification actions used in grid operations and studies; translate and incorporate current practices into documented processes and operating procedures used for these applications / activities; present drafted materials and any associated research to manager / team lead for review and acceptance.

  • Review, revise, and edit organizational documentation as needed to validate successful systems operation performance.

  • Maintain SharePoint site(s) including development, population, and administration. SharePoint site updates may necessitate updates to other associated/related sites and/or systems (i.e., Resolver).

  • Attend relevant meetings as assigned / requested; prepare / draft and distribute (company management approved) meeting minutes and dashboard reports for manager, SMEs and other identified staff.

  • Work with SMEs and management to develop and maintain Information Asset Plan and retention policies. Present proposals to management for their approval and submittal to Information Governance group.

  • Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.


Requirements:

  • A bachelor's or associate degree in information technology, business systems, organizational development or a related technical discipline is preferred.

  • 7 years of experience is required with an associate degree in applicable fields.

  • 5 years of experience is required with a bachelor's degree in applicable fields.

  • 9 years of experience is required without a degree or applicable degree.

  • Experience should be consistent with the specific requirements of business and operations analysis and progressively more technical in nature.

  • 2 years of compliance and/or audit support experience.

  • Expert level/mastery of Excel, including Pivot Tables, Charting & Reporting.

  • Previous training program development and tracking experience.

  • Experience with the ADDIE (Analysis, Design, Development, Implementation, Evaluation) training model.

  • Experience with Camtasia and Adobe Captivate.

  • Prior electric utility work experience.

  • Knowledge of SCADA data / tools.

  • Advanced knowledge of Visio and other Flowchart tools.

  • Practical experience in PI and Process Book.

  • Experience in the use of change and configuration management tools/systems.

  • Valid U.S. Driver's License is required.
