Job Description:

The Assistant Superintendent for Business will serve as the School Business Official, under the direction of the Superintendent of Schools, will lead and manage business operations of the District including, but not limited to all aspects of the district budget, accounting, payroll, purchasing, the administration of contracts and other fiscal services in such a manner as to maximize the impact of District resources in support of the District’s programs and facilities. 
 
IMMEDIATE SUPERVISOR: Superintendent of Schools
 
QUALIFICATIONS:

  1. Bachelors Degree (Masters preferred); possesses or is eligible for NYS certification as SDA, SBA, SDBL, or for Ontario County Civil Service appointment as a School Business Manager; supervisory experience preferred.
  2. Have a minimum of five years of successful business, accounting and/or administrative experience; or meet minimum Civil Service qualifications.
  3. Hold high and clear expectations for students, staff, and self.
  4. Possess the ability to interact and communicate effectively with personnel at all levels of the organization.
  5. Possess a management style which fosters a team effort.
  6. Such alternatives to the above qualifications as the Superintendent of Schools may find appropriate and acceptable.
  7. Ability to sit, stand, bend, and kneel for extended periods of time
  8. Ability to follow directives (oral, written, electronic)
  9. Operate in a respectful, responsible manner

 
SUPERVISES:  School Business Employees, Director of Food Service, Director of Transportation, Director of Facilities
 
PERFORMANCE RESPONSIBILITIES:
 
Fiscal Management

  1. Leads the fiscal operations of the District, including accounting, payroll, purchasing ancillary service, e.g. duplicating, and the administration of contracts;
  2. Administer all aspects of the state and federal aid and other revenue functions;
  3. Administers budget planning and control procedures;
  4. Assumes primary responsibility for compiling and presenting the various budgets of the District;
  5. Develop long range financial plans for the various District budgets, and the debt service schedule;
  6. Administer the District’s investment program;
  7. Coordinate the planning and implementation of physical plant renovation, expansion and development;
  8. Manage the development and revision schedule for contracts for materials, services, leased space and other matters between the District and the various vendors and lessees.

 
District Operations                                                               

  1. Administer the District’s student transportation program;
  2. Administer the School lunch and breakfast program and cafeteria services.
  3. Administer the District's risk management program, audits insurance coverage and conducts insurance program review.
  4. Administer the District's benefits programs.

 
Data and Compliance

  1. Administers all local, state and federal reporting functions that relate to the business affairs of the District;
  2. Recommends policy formulation and revision as appropriate to these performance responsibilities;
  3. Develops studies, reports and provides data from the areas noted in the above performance responsibilities as may be required by the Superintendent;
  4. Promotes effective school/community relations by describing matters dealing with these performance responsibilities as may be required by the Superintendent.
  5. Maintain Data Security as applicable.
  6. Maintain confidentiality with staff, student, and family information.

 
Labor Relations

  1. Serve as member of district’s team during negotiations with teaching and non-teaching personnel.
  2. Assist in the formulation of district proposals.
  3. Conduct appropriate research for the development of statistical data required for negotiations.
  4. Assist in the administration of negotiated agreements.
  5. Assumes additional responsibilities as may be deemed necessary by the Superintendent of Schools.

 
 
TERMS OF EMPLOYMENT:
The position of Assistant Superintendent for Business is a twelve-month tenure track position. Salary and fringe benefits as established by the Board of Education.
 
EVALUATION:
Performance in this position will be evaluated at least annually by the Superintendent of Schools.

SALARY: 
Minimum starting salary $145,000 per year (negotiable based on experience)
