Job Description:

Nature of Work


Coordinates and controls the flow of the purchase, receipt, storage, and issuance of materials, supplies, tools, equipment, and parts through a central store in a major division of Public Works. Work includes requisitioning supplies and materials; taking and maintaining inventories; keeping related clerical records and preparing expenditure reports; maintenance of the division's computerized inventory program, and overseeing the activities of Storeroom Assistants engaged in equipment handling, storing and maintaining stock in the storeroom.


An employee in this class works under minimal supervision and is expected to exercise independent judgment in carrying out assignments.



Examples of Duties



(The following examples illustrate the work performed in the positions in the class. Positions may require some or all of these examples depending on the organization of work within the department. The list is not inclusive. A position may require duties not listed, if necessary, to accomplish the work of the department.)



  • Purchases supplies and materials for the division's operation, with final authority to purchase up to $5,000.00. Supplies information for bid requirements, including specifications, quantities, etc.:

    • Prepares purchase orders for procurement of supplies and materials for various division programs. Consults catalogs and contacts suppliers by telephone to obtain the necessary price quotations; obtains specifications if applicable. Meets with vendors to discuss prices, safety, quality, new products, etc. Maintains files on vendors used to procure supplies; refers new vendors to the Procurement Department for placement on bidder's list.



  • Maintains and updates a computerized Central Stores Inventory of supplies on hand to verify inventory records and correct discrepancies:

    • Physically counts stock and posts to inventory records quantity, cost, and type of material received, stored, and issued; prepares and submits inventory reports to the Treasury Department.

    • Takes spot inventories as required. Checks inventory record of items on hand and when order point is reached, requisitions amount necessary to meet minimum inventory level.




  • Trains assign daily tasks to and review the work of Storeroom Assistants.
  • Advises workers on methods of equipment handling, storing, and maintaining stock
  • Discusses vendor contacts, priorities, requisitions to be worked on, supplies to be ordered, etc.
  • Plans layout of stockroom and other storage areas, considering turnover, size, weight, and related factors of items stored.
  • Prepares monthly expenditure reports for review by supervisor.
  • Coordinates the distribution of uniforms. Receives uniforms, checks sizing, and quantities with uniforms ordered and distributed.
  • May drive a pick-up truck to pick up incoming stock for the storeroom.
  • Participates in snow removal and is on 24-hour call during snowstorms and other emergencies.
  • Minimum Qualification Requirements



    KNOWLEDGE, SKILLS, AND ABILITIES:


    • Good knowledge of purchasing procedures; inventory methods


    • Knowledge of personal computer operations; supplies and equipment used in the department's operation


    • Human relations skills to deal effectively with visitors, employees, suppliers/vendors in person or on the telephone


    • Ability to maintain files, inventory records, and prepare related reports


    • Ability to organize tasks and time to ensure the timely and smooth flow of supplies to work crews


    • Ability to lead others in task performance


    • Ability to lift heavy items





    EDUCATION:


    Possession of a high school or vocational/technical school diploma or GED Certificate.



    EXPERIENCE:


    Five (5) years of store-keeping, warehousing, stock clerking, or office clerical experience. Experience must have included personal computer operations and familiarity with the following software - Word, Excel, Outlook, etc.

    PERSONAL LEAVE - For new employees, personal leave is prorated according to schedule below, for the first year only. Any employee on board as of December 31st of each year automatically receives 8 days as of January 1st the following year. (NOTE: Personal Leave may not be taken until successful completion of probationary period; personal leave will be lost if not taken before December 31st of each year.)

    CIVIL LEAVE - No loss in pay while serving Jury Duty.




    RETIREMENT - State Pension System (7% employee contribution)

    RETIREE HEALTH CARE INSURANCE BENEFITS-


    Employees hired on or after 7/1/2010 will have an automatic Retirement Health Savings account made available as the primary retiree healthcare benefit.
