Aleut Federal is seeking an experienced Facility Security Officer (FSO) to manage and oversee all aspects of our security program, including personal security (PERSEC), industrial security (INDSEC), and facility security (FCL). The FSO will ensure full compliance with the National Industrial Security Program Operating Manual (NISPOM), Defense Counterintelligence and Security Agency (DCSA) regulations, and Department of Defense (DoD) requirements. The successful candidate will be responsible for maintaining the company’s security clearances and safeguarding classified information while leading security compliance initiatives across the organization.

Essential Job Functions

Specific job duties include but not limited to:

  • Plans and establishes security procedures within a facility, which may be an internal location or a client site.
  • Oversees and manages facility's corporate security program, procedures, measures, and staff needed to facilitate the security processes.
  • Manages and maintains the Company’s Facility Clearance (FCL) and ensures compliance with all DoD and DCSA regulations.
  • Ensures proper operation of all aspects of a facility to create an optimal, safe, and cost-effective environment for the occupants to function.
  • Conducts self-inspections and audits, prepares for DCSA inspections, and implements corrective actions as required.
  • Submits and manages DD-254 for classified contracts and maintains compliance with contractual security requirements.
  • Manages a variety of duties necessary to be compliant with all government security regulations and requirements.
  • Understands the complexity of all security requirements and keeps abreast of changing industrial security regulations.
  • Coordinates and manages the strategic and tactical planning for the use and utilization of a facility by staying current on industry trends, purchasing and leasing opportunities, and government activities that may have relevance to decisions on the provision of space, services, cost, and business risk.
  • Follows the facility-specific standard operating procedures, including any unique requirements levied by the facility or the contracting government agency.
  • Prepares and delivers industrial security training required for compliance.
  • Oversees the processing and maintenance of personnel security clearances, including initiating background investigation, clearance renewals, and tracking all clearance statuses through systems such as the Defense Information System for Security (DISS) and National Industrial Security System (NISS).
  • Coordinates fingerprinting and processes and initiates employee security clearances (DoD, DoE, etc.) employee security briefings, visit requests, and investigations.
  • Prepares and processes appropriate documentation and correspondence relating to the origination, transfer, and termination of personnel, including briefing and debriefing of employees holding clearances, and exit debriefings when employees separate from the organization on required topics including foreign travel and hostile intelligence.
  • Ensures appropriate responsibilities, guidelines, and due dates are being met; and ensures satisfaction with security clearance process.
    Maintains and assures the security database is kept current and ensures protection of classified documents through document control logs, security safes, and charge-out logs.
  • Administers and provides recommendations to policies and procedures for the management of classified material, interprets and implement security policies, provides guidance oversight, and assistance to staff doing the same.

Qualifications

  • BA/BS or equivalent experience and 10+ years of prior relevant experience or master's with 8+ years of prior relevant experience.
  • Led teams or projects or equivalent experience/combined education, with 5-7 years of professional experience.
  • Strong knowledge of NISPOM, DoD 5220.22-M, DISS, NISS, and other security-related systems and protocols.
  • Proven experience managing FCLs and PERSEC processes.
  • Familiarity with the DCSA audit process and self-inspections.
  • Self-starter with ability to work independently, customer service oriented.
  • Ability to interpret company and government security policies and apply them to program operations.
  • Strong understanding of Physical Security requirements to include collateral Closed Areas.
  • Working knowledge of SF-86, SF-312, DD-254, SF700, SF702 and other required forms.
  • Thorough understanding of security databases.
  • Experience creating and conducting initial security briefings, debriefings, indoctrinations, pre/post foreign travel briefings, and refresher briefings.
  • Ability to develop and establish an effective security awareness, training, and education program.
  • Candidates must possess an active Top-Secret clearance and be able to meet eligibility requirements for SCI access.
  • US citizenship required.

Education and Experience

  • BA/BS or equivalent experience and 10+ years of prior relevant experience or master's with 8+ years of prior relevant experience.

Salary Range:

  • $120k -- $145k (annually) DOE.
