Position Summary:

The Assistant Controller is responsible for the preparation, development, and implementation of the annual budget. Additionally, the assistant controller will have a significant role in the financial accounting and reporting activities of the College ensuring the timely and accurate recording of college-wide transactions, financial reporting, and monthly and year-end closings.


Reporting and Supervisory Relationships:

Direct reporting relationship to the Controller/Director of Business Services.


Essential Responsibilities:


Budget Preparation Duties1. Coordinates the development of the College's budget by working in conjunction with the Administration and staff of the College. This includes engaging in budget forums with students, faculty and staff.2. Receives budget estimates from all college departments and critically examines them for correctness, accuracy, and completeness. Consolidates data for budget presentation and provides an overview of the financial status of all College operations.3. Submits budget reports to Administration for review and approval.4. Enters the approved budgets into Datatel/Colleague.5. Creates and posts journal entries to the budget.6. Creates budget entries for cash receipts to trust agency trust.7. Trains budget officers on how to adequately run Datatel/Colleague Reports.8. Direct the preparation of regular and special budget reports; monitoring the budget throughout the year.9. Match appropriations for specific programs with appropriations for broader programs, including items for emergency funds.10. Provides technical assistance with cost analysis, fiscal allocation, and budget preparation as needed.11. Examines budget estimates for completeness, accuracy, and conformance with procedures and regulations.12. Interprets budget directives and establish policies for carrying out directives.Assistant Controller DutiesAll of these duties are completed in tandem with the Controller. Many of these assignments will be fluid, but overall will allow for cross-training and the completion of necessary duties.


1. Under the direction of the Controller, assists with College accounting operations and financial reporting. Operations include general accounting, financial reporting, accounts payable, grant accounting, and special reports as needed.2. Analyzes general ledger for accuracy and reasonableness.3. Coordinates preparations for financial audits with the Controller.4. Prepares/reviews monthly bank reconciliations for all accounts vouchers on a monthly basis, and accounts payables (weekly).5. Prepares and enters journal entries as needed. Reviews, approves, and posts journal entries prepared by others.6. Performs /manages monthly and fiscal year end accounting closing processes.7. Familiarity with GASB, FASB, AICPA, NACUBO accounting pronouncements related to accounts receivable and cash management.8. Develops, recommends, and implements policies and procedures to improve customer service and ensure the effectiveness of internal controls and operations.9. Complies with audit standards and all applicable accounting requirements.10. Oversees College restricted fund accounting function.11. Together with the Controller, prepares UFS, Instructional Costs, IPEDS, EMMA, EZ-audit-reports and all other external reporting, including compiling and preparing of CAFR report schedules and notes to the financial statements.12. Oversees inventory, fixed assets additions and movement processes, prepares journal entries, and reconciles accounts with external parties involved in inventory. Ensures all equipment is tagged appropriately. Assists CFO/Director of Purchasing in RFP preparation for inventory outsourcing.13. Assists with monthly financial statement preparation.14. Performs professional and administrative duties as assigned by the Controller.


Working Conditions/Physical Requirements:

Employee is subject to indoor work, protected from weather conditions. Work is sedentary in nature and involves exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently/constantly in order to life, carry, push, pull or otherwise move objects.


Minimum Qualifications:



  • Master Degree in Finance, Accounting, Business Administration, Public Administration or related field or Bachelor in Accounting. CPA license is desirable.






  • Five years of related accounting experience with at least three years of fund accounting, one year of grant accounting and one year of supervisory experience.





  • Proficiency with MS Excel required and computerized accounting systems.





  • Ability to develop, analyze and interpret policy and procedures, as well as financial data.





  • Demonstrated oral and written communication skills.


Preferred Qualifications:



  • Master or Bachelor Degree in Accounting.






  • Certified Public Accountant (CPA) certificate and license





  • Prior experience in higher education and particularly with UFS and CAFR reports preparation





  • Colleague/Datatel experience.
