SUMMARY

The California Department of Public Health (CDPH) Office of AIDS (OA) is recruiting an outstanding candidate to serve as the evaluator for an important new HIV prevention activity. The project evaluator will work on the HIV C-CORE team to develop and implement methods to evaluate HIV cluster detection and response (CDR) activities in the State of California. Cluster detection and response is a strategy to use public health data to identify communities affected by rapid HIV transmission. CDPH and their partners then aim to address gaps in prevention and care at individual, network, and systems levels. This HIV C-CORE team works together to develop best practices in cluster detection and response. This team is responsible for coordinating, presenting and reporting CDR activities to local partners, stakeholders, and federal partners including the Centers for Disease Control and Prevention (CDC).

The Evaluator will lead the development of the CDR evaluation plan and strategy, including metrics, logic model, data collection tools and protocols, with support from the Prevention Evaluation and Monitoring Section Chief and CDR Epidemiologist. The Evaluator will gather and summarize quantitative and qualitative data to enhance understanding of individual, network, and system level characteristics of HIV clusters in California and make recommendations to improve and close gaps in California’s capacity to detect and respond to clusters. The Evaluator is also responsible for submitting CDC cluster report forms, as well as identifying and adapting promising practices from other funded jurisdictions. The evaluator will contribute to analyses, presentations, reports, and publications related to CDR activities and evaluation.

This is a temporary, grant-funded, full-time, benefitted position. This position is funded through July 2025 with the possibility to extend through 2029.

The salary range for this position is $91,000 to $123,000 annually.

ESSENTIAL FUNCTIONS 


  • Gather, analyze, and interpret quantitative and qualitative data on molecular, time-space, and locally identified clusters to increase understanding of HIV clusters in California.

  • Develop evaluation plan and strategy, including metrics, logic model, and data collection tools and protocols.

  • Provide expertise on the management and use of CDR data, including coding expertise, managing and delegating data requests, and quality control efforts.

  • Represent the HIV C-CORE team on calls with CDPH leadership, local health jurisdictions, and other stakeholders, including presenting to various stakeholders.

  • Provide expertise and support to enhance collection of CDR case data at state and local levels.

  • Develop guidance on promising practices to share with other jurisdictions and adapt promising practices from other jurisdictions for implementation in California.

  • Develop, write, and update protocols for data cleaning and processing procedures.

  • Develop new processes and protocols in collaboration with other team members for complex studies and projects.

  • Provide data-related expertise throughout the design and analysis of new and ongoing studies that are of large scale or complex in nature.

  • Conceptualize, coordinate, and produce reports, data visualizations, and public-facing materials that describe/interpret epidemiologic analyses for the purpose of CDR in California. Manuscripts may also be produced.

  • Coordinate and interact with state and local public health departments, laboratories, and CDC.

  • Present at scientific conferences and meetings, if applicable.

  • Travel to other jurisdictions within and outside California to provide technical assistance and consultation on CDR evaluation.

  • Collaborate effectively in a team environment.

  • Perform other duties as directed by leadership. 

REQUIRED QUALIFICATIONS 


  • Expertise in the fundamentals and principles of epidemiology, biostatistics, program evaluation, and public health.

  • Experience manipulating public health surveillance data using coding languages or statistical packages such as SAS, R, Stata, or SPSS.

  • Experience summarizing epidemiologic data in a variety of output formats, including tables, charts, and written summaries.

  • Experience in data cleaning, data quality assessment, and data management.

  • Experience analyzing and interpreting complex data.

  • Experience linking and transforming datasets and working with data pipelines that contain multiple data inputs.

  • Ability to write scientific reports and to orally present results to both a scientific and a lay audience.

  • Knowledge of current developments in public health.

  • Attention to detail.

  • Ability to prioritize and manage multiple tasks and work independently.

  • Ability to work as part of a team.

  • Fluency in spoken and written English is required.

DESIRED QUALIFICATIONS 


  • Proficiency with SAS or R programming languages.

  • Experience using data visualization software such as Tableau or Power BI.

  • Experience with eHARS, CalREDIE and/or CalConnect data systems.

  • Experience working with communities disproportionately impacted by HIV and other sexually transmitted diseases.

  • Previous experience supervising/mentoring/guiding epidemiologists and data scientists.

Education/Experience 


  • Master’s Degree in Public Health or related field, required.

  • At least two years of experience in public health, required.
