Job Title: Contracts Manager
Location: Hybrid-Remote (Herndon, VA)
Reports To: Senior Vice President

Job Overview:

We are seeking an experienced Contracts Manager to join our team. This position is responsible for overseeing all aspects of the contracts lifecycle for a federal government contractor, ensuring compliance with the Federal Acquisition Regulation (FAR), agency-specific regulations like DFARS, and Multiple Award Schedule (MAS) guidelines. The ideal candidate will have a deep understanding of federal contracting procedures, including managing subcontract agreements (SubK), teaming agreements (TAs), and contract modifications while ensuring risk mitigation, compliance, and alignment with corporate goals.

Key Responsibilities:

  • Lead the management and administration of contracts from initiation to closeout, including government contracts, subcontracts, and commercial agreements.
  • Ensure contracts are structured to comply with all relevant laws, regulations, and corporate policies (FAR, DFARS, SBA Mentor-Protégé program regulations).
  • Prepare, review, and negotiate contract terms, modifications, and amendments to ensure alignment with organizational goals and mitigate risks.
  • Work closely with program management, finance, legal, and business development teams to ensure the successful execution of contracts.
  • Ensure compliance with FAR, DFARS, agency-specific acquisition regulations, and other applicable federal and state laws.
  • Maintain up-to-date knowledge of changes in regulations and policies that impact federal government contracting and adapt contract strategies accordingly.
  • Develop, implement, and enforce contract policies and procedures to ensure contract risks are mitigated, including flow-down provisions and reporting obligations.
  • Lead the negotiation, execution, and management of subcontract agreements (SubK), ensuring compliance with prime contract requirements and FAR flow-down clauses.
  • Manage and oversee Teaming Agreements (TAs) to ensure alignment with corporate business strategies and successful partnership execution.
  • Work with legal counsel as needed to ensure TAs are structured in accordance with all applicable laws and regulations.
  • Ensure all contract modifications, including task orders and delivery orders, are properly executed and compliant with prime contract terms.
  • Manage contract changes, prepare change order requests, and work with stakeholders to resolve issues arising from contract modifications.
  • Facilitate communication between internal stakeholders and government contract officers to ensure the timely and accurate execution of modifications.
  • Maintain accurate and organized contract files, ensuring all key documentation, communications, and approvals are documented and readily accessible.
  • Track and report on contract performance, deliverables, and compliance metrics using contract management software or other reporting tools.

Qualifications:

  • Bachelor’s degree in business administration, Law, or a related field is a plus.
  • 3+ years of experience in government contract management
  • In-depth knowledge of FAR, DFARS, and other federal acquisition regulations, as well as MAS and MPA regulations.
  • Demonstrated experience managing subcontracts, teaming agreements, and contract modifications.
  • Strong negotiation, problem-solving, and analytical skills.
  • Excellent communication and interpersonal skills, with the ability to interact effectively with government officials, stakeholders, and executive management.
