The Challenge:

The Marine Corps Force Design 2030 initiative demands rapid innovation in the development of critical physical structures to support sensitive operations. As part of this initiative, JCTM, through its partnership with the Marine Corps Warfighting Laboratory (MCWL), is driving the research, design, and delivery of Intelligence Community Directive (ICD) 705 compliant structures for key Marine Corps units. These temporary but essential facilities will support classified and Combined Joint All-Domain Command and Control (CJADC2) operations. Challenging Projects:

As the X711 Site and Structure Project Manager for JCTM, you will oversee a series of high-stakes projects involving the design, construction, and accreditation of ICD 705 compliant facilities. These structures are integral to the execution of sensitive programs, requiring you to ensure compliance with rigorous security standards. Your role will involve direct coordination with Marine Corps installations, contractors, and various government agencies, making this an unparalleled opportunity to manage challenging, mission-critical projects.

Key Responsibilities:

  • Serve as the designated project site lead, overseeing specific projects located at major Marine Corps bases, including those outside the continental U.S.
  • Provide project management for all phases, from conceptual design and pre-construction surveys to construction, installation, and accreditation of ICD 705 structures.
  • Manage the development of Work Breakdown Structures (WBS), project schedules, environmental documentation, and security plans.
  • Coordinate with stakeholders, including contractors, government personnel, and Marine Corps units, to ensure seamless integration and completion of each project.
  • Lead design reviews, facilitate structure delivery, and manage IT infrastructure installations.
  • Ensure that all dependencies are synchronized within a single Plan of Action and Milestone (POA&M) document.
  • Provide regular updates to program leadership, identifying any risks to resources, timelines, or project goals.

Travel: Frequent CONUS and OCONUS travel on a monthly/bimonthly basis is expected.

You Have:

  • Active TS/SCI clearance with ability to gain access to SAP/SAR
  • 15-20 years of experience in formal system acquisition, ICD 705 structure construction, and government IT efforts
  • Familiarity with MS Word, MS Project, MS Excel, and MS Visio
  • Ability and willingness to travel CONUS and OCONUS

Nice to Haves:

  • A Bachelor’s degree
  • Project Management Institute (PMP) certification
  • Defense Acquisition University (DAU) Level 2 or 3 certification in systems engineering, program management, or logistics
  • Experience working with Marine Corps, Naval Information Warfare Center (NIWC), or Naval Air Warfare Center Aircraft Division (NAWC) projects
  • Previous work with ICD 705 compliance and construction projects

Clearance:

Applicants selected will be subject to a security investigation and must meet eligibility requirements for access to classified information; TS/SCI clearance is required.
