Purpose



The Employment Services Manager oversees CWS Local Office employment programs for refugees, including the Matching Grant program, North Carolina Refugee Support Services program, and the Refugee Career Pathways program. The Employment Services Manager monitors program compliance; hires, onboards and supervises a team of 5-6+ Employment Specialists; liaises with local Departments of Social Services, facilitates outreach to area employers, oversees employment program volunteers and interns, and supports refugees to help them reach financial self-sufficiency in the United States.



Responsibilities




Essential Duties: Program Management



  • Recruit, hire, train, supervise, and evaluate employment staff in accordance with CWS personnel policies and guidance from CWS Human Resources.

  • Promote teamwork, coordinate the workload of employment staff, delegate responsibilities, and hold staff accountable.

  • Ensure professionalism and quality employment service provision. Provide ongoing training to employment staff on program developments and service requirements.

  • Monitor general client well-being. Ensure clients are connected to in-house support and make referrals to external service providers. Identify support services that may assist clients in becoming self-sufficient, such as ESL, transportation, financial literacy training, immigration services, and childcare.

  • Oversee documentation of all contacts and services in client case files and maintain case note logs. In addition to documenting all services, record clients' employment-related progress in case file, including compliance, job offers, all placements, job retention, public assistance usage, follow-up on placements, and possibilities of upgrades.

  • Review and submit funder-required reports. Liaise with employment program funders on behalf of CWS Local Office

  • Monitor contract compliance for CWS Local Office employment programs. Ensure that contract performance demonstrates appropriate progress toward contract goals. Hold direct service staff accountable for their roles in achieving contract goals.

  • Conduct regular case file review to ensure documentation compliance with funder requirements.

  • Develop partnerships with volunteers, mentors and community organizations that support refugees' upward mobility.

  • Organize/coordinate CWS classes supporting refugee family self-sufficiency.

  • Support volunteers engaged with CWS employment clients.

  • Stay up to date on employment program changes and funder requirements. Coordinate regular trainings for employment staff on program changes and train new staff on program guidelines and compliance.

  • Facilitate and support innovation in CWS Local Office resettlement program.


Other Essential Duties:



  • Advocate on behalf of refugees, and refugee-serving voluntary agencies.

  • Attend trainings and conferences as requested by supervisor.

  • Keep informed about refugee and immigrant issues, and available services to refugees, using current information to better identify and serve refugee clients.

  • Represent the program at meetings and speaking engagements relevant to the responsibilities of the position.




Qualifications



Experience:

  • A minimum of 6 years' experience in refugee resettlement required.

  • A minimum of 2 years' experience supervising others is required



Skills:

  • Fluency in a refugee language preferred but not required.

  • Ability to work in a multi-cultural environment required.

  • Excellent leadership skills and strong written and verbal communication skills required.

  • Commitment to diversity, equity, and inclusion and willingness to support CWS' Platform on Racial Justice as a CWS employee required.

  • Computer literate, with strong proficiency in MS Office (Excel, Word and Access) and internet applications required.



Education & Certifications:

  • Bachelor's degree or equivalent work experience in lieu of degree




Special Requirements





  • Work varied hours, including occasional nights, weekends and holidays.

  • Must be willing and able to travel within NC, occasionally on short notice

  • Must have valid driver's license and reliable personal vehicle. Mileage accrued while executing work responsibilities is reimbursable by CWS.
