JOB SUMMARY:

The Director, Program Services is responsible for planning, and implementing resident programs. The candidate primary supervisory responsibilities shall include case management, security operations, and compliance staff. The candidate supervises a wide range of programs, responsible for the delivery of resident services and overall success of each program. The candidate will supervise managers and inform the Senior Program Director on progress and performance. The Director, Program Services ensure that operations are carried out according to agency policies and procedures and within the budgetary allocation. In addition, the candidate will work closely with the Senior Program Director to meet all contractual obligations. The candidate will assist with identifying areas of opportunities to enhance Residential Reentry Center (RRC) services.

RESPONSIBILITIES:


  • Initiate and set goals for programs according to the strategic objectives of the organization

  • Plan the programs from start to completion involving deadlines, milestones and processes

  • Recruit, supervise and evaluate program staff under the guidance of applicable policies

  • Ensure program operations and activities adhere to legal guidelines and internal policies

  • Develop program policies and procedures which further the goals and objectives of the agency, program to improve community partners

  • Conduct random audit to ascertain effective resident services in compliance with BOP Statement of Work (S0W) requirements to enhance resident employment and programming

  • Develop and implement pre-service and in-service training for all program staff.

  • Implement VOACC policies and procedures as they relate to PREA

  • Attend meetings, seminars, and other related functions.

  • Carry out all of the objectives, goals and daily program activities to include data collection

  • Develop and maintain positive relationships with funding and regulatory agencies.

  • Develop and manage community relations activities, including supporting the Vice President and /or Administrative Office representatives in facilitating the needs of the contractually required Community Relations Advisory Board.

  • Drive on company business and/ or transport residents as required.

  • Investigate and respond to disciplinary matters concerning residents and staff

  • Participate in professional enhancement training and activities, to include 40 hours of annual training as mandated by BOP/ ACA/VOACC, and keep certification in CPR/First Aid.

  • Keep senior management informed with detailed and accurate reports or presentations

  • Assist Senior Program Director with the budget process when needed

  • Work with Senior program Director to expand Community Corrections business opportunities along with expanding Veterans and Residential Services.

  • Assist other Program Leaders within the organization, building and maintaining Community based Advisory Board.

  • Perform other duties as assigned. In the absence of the Senior Program Director, candidate will coordinate daily operations to meet contractual obligations.

  • To have a strategic mindset and the ability to lead and train their subordinates. Have multitask with ease, problem-solve effectively, and communicate both written and verbally.

REQUIREMENTS:


  • Master's Degree in Criminal Justice or a related field and five years of transferable experience, preferably in the criminal justice field, or a Bachelor’s Degree in a related field and five-seven years of transferable experience, preferably in the criminal justice field or social science filed. 

  • Requires a demonstrated ability in program development and managing residents in 24/7 facility setting and personnel management.

  • Comprehensive knowledge of Community Correction, American Correctional Association (ACA) standards, Prison Rape Elimination Acts, (PREA) guidelines.

  • Detailed knowledge of Corrections, Probation, Pretrial Services, Residential Re-entry accepted practices. and disciplinary hearing procedures.

  • A reasonable combination of the following skills, experience, and abilities:   Formulating budget, develop staffing plan, managing 24/7 personnel, property, risk management, resource development, and public relations.

  • Valid Driver’s License in accordance with the Motor Vehicle Record (MVR) Guidelines as established by the company.

  • Medical clearance for Tuberculosis and annually thereafter.

  • Acceptable Bureau of Prisons background, OIG Exclusion check

  • CPR/First Aid Certification must be acquired and maintained once employed

  • Excellent written and verbal communication skills

  • Ability to work in a fast healthcare environment

  • Experience with Microsoft Suite (Power-point, Excel, Word etc.)

  • Bilingual in any language a plus

  • The ability to remain in a sitting position or walking for extended periods of time

  • Ability to withstand exposure to the cold and heat.

  • Occasionally, ability to lift, carries, push, pull or otherwise move objects, including the human body.
