SUMMARY
The Science, Technology, Engineering and Mathematics (STEM) Subject Matter Expert (SME) provides guidance to business development efforts related to the administration of government fellowship, internship and post-doctoral STEM programs. Provides an expert level of functional knowledge such as the application of IT resources in the identification, recruitment and placement of qualified individuals to support the government's workforce development goals. Applicable functional areas include knowledge of STEM workforce development operations and the development of supporting IT systems utilized in that area.
This position is on-call.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Knowledge of STEM workforce development programs, to include the application of IT resources in those areas.
Experience in product ownership of complex IT systems related to the recruitment and placement of individuals in career enhancing STEM positions.
Extensive process improvement/reengineering of existing IT systems to meet opportunity requirements.
KEY DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.
Performs analysis of contractor business processes, tools, and technologies to identify and document improvements applicable to business development goals.
Advocates technology injection and IT enhancements relative to opportunity requirements.
Provides advanced technical knowledge and analysis of highly specialized applications and operational environment.
Provides high level functional systems analysis, design and integration, documentation, and training and implementation advice on complex problems.
Performs assignments on a broad range of tasks associated with the implementation of standard techniques, procedures and/or criteria related to functional area of expertise.
Participates in meetings with business development staff and operations.
May organize potential meetings with external parties.
Provides input on incumbent contractor capabilities to the business development team.
Provides outreach and engagement facilitation as requested.
Gains knowledge of requirements of targeted opportunities, while working cooperatively within the guidelines established by project leaders.
Collaborates with team members to attain the project goals within the defined timeframes.
Collects and analyzes data and provides reports on project status.
Prepares and delivers technical reports and documentation related to the business development activities when required.
Serves as a resource for team members and clients. Helps to ensure an effective and positive work environment by establishing and maintaining cooperative working relationships.
Responsible for aiding in own self-development by being available and receptive to any training made available by the company.
Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize output.

EDUCATION/EXPERIENCE
Bachelor's degree in a related field of study and four (4) years' experience required.

MATHEMATICAL SKILLS
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference and volume. Ability to apply concepts of basic algebra and geometry.
REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
