Rebuilding Together Peninsula (RTP) is the go-to agency in San Mateo County vulnerable homeowners turn to for free home repairs. Our mission is grounded in the belief that a healthy community starts with a safe and livable home. For 35 years, RTP has provided critical health and safety-related repairs including accessibility modifications and energy-efficient upgrades for low-income homeowners and nonprofits. We accomplish this with in-house skilled repair technicians and by harnessing the power of hundreds of volunteers each year to repair approximately 130 homes and community facilities.

Rebuilding Together Peninsula, one of the largest of the over 116 affiliates of Rebuilding Together Inc., a national nonprofit, has an operating budget of $3.7 million and additionally benefits from nearly $300K+ worth of donated materials and volunteer time annually. Primary Responsibilities

This position, funded through a multi-year contract will oversee lead paint remediation services program for homeowners in San Mateo County. As the Program Manager, you will implement an outreach and lead paint testing and remediation program for pre-1978 homes (prioritizing homes with children present), visit homes to identify needs, and hire contractors. You will establish trust with homeowner applicants as you update them, manage projects, track budgets and follow up to ensure project completion. Some of your time will be spent in the field, and some in the office. Using your project management and excellent interpersonal skills, you'll help navigate the remediation project from start to finish and ensure everyone involved-homeowners, subcontractors-are satisfied. Experience in Lead Paint Remediation not required. Primarily, you will:

? Conduct visits to applicants' homes.

? Secure bids from subcontractors.

? Oversee lead remediation of up to 25 homes.

? Ensure safety policies and procedures are followed for every family.

? Organize and conduct community meetings to garner input and feedback.

? Establish family relocation resources, as needed.

? Work in collaboration with the Community Outreach Coordinator to support public education and outreach related to the program.

? Act as the point person for questions and concerns about lead paint in homes.

This is a full time, exempt position based in Redwood City that reports to the Director of Programs.

Job Responsibilities
• Ensure effective communication between and among relevant stakeholders.
• Oversee homeowners' adherence to documentation and eligibility determination processes.
• Refine application and enrollment forms as needed.
• Visit jobs; interface with clients to assess needs.
• Establish a network of and vet lead remediation/abatement subcontractors.
• Establish a competitive process to select subcontractors and execute contracts.
• Assess scopes of work and prepare estimates.
• Plan and provide for family temporary relocation, as needed.
• As a team member, collaborate across departments in identifying candidates and previewing homes.
• Execute the scope of work; manage deadlines, progress and quality.
• Ensure project completion within budget, schedule and conformance specifications.
• Complete all necessary paperwork.
• As the county liaison, regularly update the county on progress.
• Participate in regular statewide meetings with Lead Paint Remediation program managers.

Qualifications

The ideal candidate will possess many of the following:
  • One to two years project management experience
  • Commitment to serving low-income homeowners and communities and to RTP's mission and values
  • Possess or willingness to obtain CDPH Lead Certificate during pilot year
  • Strong customer service mindset and ability to build relationships with people of diverse backgrounds
  • Excellent attention to detail and follow-through
  • Self-motivated, accountable and responsible
  • Excellent problem solver who knows when to ask for help
  • High degree of flexibility and adaptability
  • Effective communication skills.
  • The ability to effectively represent RTP, its programs and clients well among diverse stakeholders
  • Ability to work independently and take initiative
  • Reliable transportation, valid California drivers license and proof of insurance
  • Pass a background check and have clean driving record
  • Fluent in English (read, write, and speak)

Preferred:
  • One to two years of construction experience
  • Ability to read/understand project specifications
  • Conversational Spanish

• Knowledge of Peninsula
• RRP and/or OSHA training
• Familiarity with Lead Paint remediation/abatement
• Local building codes, Contractors' State License Board, etc.
• Computer proficiency - particularly use of Google applications (Calendar, Gmail, etc.), as well as comfort with smartphones and online / smartphone apps.
• Mobile home familiarity, especially on repairs

Estimated start date: As soon as position can be filled.

Compensation

We offer base salary, cell phone, laptop, mileage reimbursement and generous benefits, including health, dental and vision insurance and 14 paid holidays. In addition to standard sick leave and vacation accrual, RTP closes the office between Christmas & New Year's Day. Salary range: $70K-$72K DOE.
