Job Description:

With decades of experience, NTVI offers services to the Federal Government and private industry, specializing in facilities-related services, information technology, construction, training, and support.

NTVI is hiring a Technology Transfer Specialist in Bethesda, Maryland. The contracted Legal Technology Transfer Specialist shall serve as a point of contact for issues involving technology transfer, the protection of all intellectual property, medical research management, and research agreements throughout the organization and region to use in partnering/collaborating with external entities (i.e., other government institutes, industry, academia, foundations, etc.). Research agreements CRADAs, MTAs, CTAs, MOUs, MOAs, CTAs, IAAs, etc. The work extends beyond the MTF and includes other facilities within the region.

Requirements: (but not limited to the following)

1) Responsible for managing, planning, coordinating, implementing, and executing assigned Technology Transfer portfolio, such as: interaction with medical research scientists, and technology transfer personnel and management within government agencies, industry, academia, and foundations for programs in the medical health arena.

2) Reviews complex research protocols, assesses the need for research agreements, confers with institute researchers, determines the type and nature of agreements needed, coordinates with one or more external entities to initiate the agreement process, presents agreement requests to Agreement Review Committee for consideration, drafts and/or reviews complex agreements, negotiates such on behalf of the institute, and coordinates review and approval of the same with in-house counsel and through institute leadership.

3) Disseminate information on medical laboratory products, processes and services to state and local governments and private industry; providing technical assistance in response to requests from state and local officials and private industry; and consulting with scientists and engineers working in Government, academic and industrial research centers on emerging and advanced state medical technology.

4) Arbitrates between Principal Investigators and the sources of direct research funding, or intermediary Foundations, while developing substantive research agreements and medical research management plans.

5) Independently resolves complex, technical, and administrative issues involved and ensures that the interests of the institute are protected. Applies regulations and current laws governing medical technology transfer agreements and implements any changes in legislation and regulatory requirements.

6) Participates in departmental outreach by, for example, preparing training materials and providing training regarding medical technology transfer agreements, research budgets, and research management in general. Interfaces with departmental education programs to support the department outreach program in providing training to department personnel and clinical research teams.

7) Reviews and facilitates development of accurate budgets to ensure recovery of research direct and indirect costs as appropriate.

8) Ensures Department of Research Program (DRP) costs are recovered in accordance with policy and guidance. Prepares for and briefs leadership on fully executed agreements.

Qualifications:

1) Master's degree in business.

2) Five (5) or more years' professional experience with Intellectual Property identification, strategy, and licensing negotiations.

3) Technology commercialization readiness assessments.

4) Establishing cooperative research and development agreements.

5) Researching and sharing best practices in technology transfer and commercialization, entrepreneurial start-ups, product development, and private and public investment.

6) Must be a U.S. Citizen
