ASSISTANT TREASURER/COLLECTOR

The Town of Marion is seeking a highly motivated and skilled individual to fill the full-time, benefitted position of Assistant Treasurer/Collector in the Finance Department. Reporting to the Treasurer/Collector, the Assistant Treasurer/Collector performs highly complex, technical and confidential duties in the operations relating to the Treasurer/Collector's office. This role provides accounting and administrative services while assisting with other finance-related tasks. Duties include, but are not limited to, cash management, account reconciliation and tax bill creation and collection, as well as collaboration with the Payroll Department.

ESSENTIAL FUNCTIONS

  • Receives, verifies, deposits and maintains records of all monies received by the department as required;
  • Responds to inquiries, requests, and complaints from internal and external customers;
  • Prepares various reports on a weekly, monthly, quarterly and annual basis relative to cash reconciliation, receipts and balances;
  • Prepares Municipal Lien Certificates, reviews amount of outstanding taxes and issues documentation;
  • Processes checks returned for insufficient funds and posts delinquent list of excise taxes;
  • Calculates and prepares refunds to be issued for taxes owed and processes documentation;
  • Acts as Treasurer/Collector in their absence;
  • Collaborates with the Payroll Coordinator on the processing of weekly and biweekly payrolls, payment of payroll taxes, filing of W2 forms and reports to the state and federal government;
  • Performs other related duties as required.

SUPERVISION RECEIVED

Works under the direct supervision of the Treasurer/Collector. The employee is familiar with the work routine and uses initiative in carrying out recurring assignments independently. The Treasurer/Collector provides additional, specific instruction for new, difficult, or unusual assignments, including suggested work methods. The employee refers unusual situations to the Treasurer/Collector for advice and further instructions.

JUDGMENT

The employee uses judgment to locate, select and apply the most pertinent practice, procedure, regulation, or guideline. The sequence of work and/or the procedures followed vary according to the nature of the transaction and/or the information involved, or sought, in a particular situation. Guidelines include a large body of policies, practices and precedents which may be complex. Requires understanding, interpreting, and applying federal, state, and local regulations.

COMPLEXITY

The work consists of the practical application of a variety of concepts, practices and specialized techniques relating to a professional or technical field. Assignments typically involve evaluation and interpretation of factors, conditions or unusual circumstances; inspecting, testing or evaluating compliance with established standards or criteria; gathering, analyzing and evaluating facts or data using specialized fact-finding techniques; or determining the methods to accomplish the work.

NATURE AND PURPOSE OF CONTACTS

Relationships are primarily with co-workers, vendors and the public, involving frequent explanation, discussion or interpretation of practices, procedures, regulations or guidelines in order to render service, plan or coordinate work efforts, or resolve operating problems. Other regular contacts are with service recipients and employees of outside organizations. More than ordinary courtesy, tact and diplomacy is required to resolve complaints or deal with hostile, uncooperative or uninformed persons.

The employee has access to sensitive and confidential information in the performance of their duties.

EDUCATION AND EXPERIENCE

Associate's degree in finance or business administration and knowledge of Massachusetts Municipal Finance and Taxation is preferred, or any equivalent combination of education and experience.

KNOWLEDGE, ABILITY AND SKILLS

Knowledge: Working knowledge of Microsoft Office, Excel. Considerable knowledge of accounting principles and practices, municipal by-laws, regulations, polices and programs. Experience with MUNIS financial software preferred.

Abilities: Ability to communicate effectively both orally and in writing. Ability to understand and explain various types of correspondence, reports and media. Ability to maintain good public relations and to maintain effective collaborative working relationships with Town departments, department heads, fellow employees, officials and the general public. Ability to be diplomatic, professional and courteous when dealing with others, especially in contentious or confrontational situations. Ability to meet deadlines. Ability to work independently and prioritize tasks. Ability to multi-task. Ability to provide excellent customer service.

Skills: Above average customer service skills. Must be detail orientated, dependable and have organizational and computer skills.

WORK ENVIRONMENT

Work is performed in a moderately noisy office with regular interruptions from the public, Town departments and staff.

Salary Range: position is covered under a collective bargaining agreement and based on qualifications
