Senior Software Engineer

Introduction and Background

California Correctional Health Care Services (CCHCS) provides health care that includes medical, dental and mental health services to California's incarcerated population at all California Department of Corrections and Rehabilitation (CDCR) institutions statewide.

The Information Technology Services Division (ITSD) supports the mission of CCHCS by delivering innovative technology solutions; providing secure, reliable network infrastructure; and supporting the information technology systems, devices, and applications for the organization.

The Application Innovation Services (AIS) Section of ITSD is responsible for developing, enhancing, and maintaining the portfolio of business applications that enable the CCHCS program areas and institutional health care operations to deliver health care services to patient-inmates

Scope of Services

Under the direction of the AIS Application Services (AAS) manager or delegate, the contractor shall provide one (1) SQL Database Developer for developing, maintaining, migrating and tuning SQL Server database and reporting environments. The contractors will provide database development support for existing and new SQL databases and providing applications development, maintenance and operations support on all the Enterprise SQL databases and SQL Server Reporting Services for all environments (Development, Test, Staging and Production).

The contractor will be involved in reviewing and documenting existing SQL database designs and identifying areas for improvement. Based on the suggested design and action plan, the Contractor will perform the following tasks and provide documentation:

Working with business users to document business requirements related to reports and ETL (Extract Transfer Load) process and develop solutions based on identified requirements.

Installing and administering SQL Server, SQL Server Reporting Server (SSRS) and developing SQL Server Integration Services (SSIS) packages.

Monitoring and troubleshooting issues related to SQL Server, SSRS reports and Microsoft Power BI reports.

Documenting the baseline of the existing database and reporting environments.

Optimizing the query functionality and performance tuning of the database.

Creating and maintaining stored procedures, views and functions to test and verify KPIs according to documentation for the MH Verification project.

Providing detailed knowledge transfer to State staff

Period of Performance

The term of the Agreement is February 10, 2025, or upon approval (whichever is later) for a duration not to exceed two (2) years with one (1) optional one (1) year extension.

Mandatory Qualifications

Each proposed personnel for this classification must have a minimum of five (5) years of experience in Information Technology. At least last three (3) years of that experience must be in the following:

Experience with designing and implementing data extract using Replication, Stored Procedures and SQL Server Integration Services (SSIS).

Experience in developing Microsoft SQL Server Reporting Server (SSRS).

Experience with stored procedures creation, debugging, optimization and database performance tuning and monitoring.

Experience in all phases of software development life cycle (SDLC) for database development, report writing and report administration.

Experience with business intelligence tools like Visual Studio Business Intelligence Module or Microsoft Power BI.

Experience with data warehouse concepts and architecture.

Experience producing requirements documents, systems architecture and interfaces, data model diagrams, configuration management documents, and procedural manuals.

Additional Experience:

(within the last three (3) years' experience)

Additional years with mandatory qualifications.

Experience providing training and mentoring to people with various skill levels.

Experience with Electronic Health Care Record Systems

Experience in supporting enterprise solutions within a health care and/or correctional environment.

Experience with organizational change management.
