Purpose/Introduction Chevron Phillips Chemical is seeking a SIS Engineer/Specialistto join the Technical Team for the Golden Triangle Polymers facility located in Orange, TX. This is an exciting opportunity to utilize your experience and be part of a team contributing to the design, startup, and operation of a new plant from the ground up.

The SIS Engineer/Specialist provides support and lifecycle management for instrumented protective systems including SIS, ESS, BMS and IPL's. The SIS Engineer/Specialist works closely with the daily operations of olefins, polyethylene, and utilities units and provides support for IPS and IPL related maintenance, troubleshooting, optimization and project implementation so the producing assets can run safely, efficiently, and reliably. Initially, this position will be focused on Operational Readiness, ensuring the plant is properly commissioned and supporting a safe, orderly, and timely start-up of the facility.

This position will be assigned to the project location in Orange, TX and will transition to ongoing operations following commissioning and startup with an expected commitment through stable start-up operations. #HPCP

Responsibilities
  • Serve as local expert for SIS and ESD systems
  • Complete Operational readiness tasks and activities in preparation for site Commsioning and startup
  • Participate in IPS systems design, installation, commissioning and routine validation following corporate/industry standards. Including SIS, IPL's, BMS and ESS (Emergency shutdown systems)
  • Develop, coordinate and implement plans and processes to ensure preventive maintenance testing is completed successfully and on time for IPS and ESD systems
  • Trouble shoot and lead failure analysis on SIS equipment. Recommend and implement identified corrective or preventive measures to improve reliability and availability of SIS
  • Complete quality assurance activities including Factory acceptance, Site acceptance tests, loop sales etc as required
  • Creation, maintenance and execution of Inspection, Testing and Preventive maintenance (ITPMs) plans and cycles for SIS and Mechanical Integrity Covered Equipment (MICE)
  • Participate in commissioning and startup of green field site and successful transition to run and maintain mode
  • Manage SIS life cycle program and processes including validation
Responsibilities (continued)
  • Ensures SIS life cycle compliance (ANSI/ISA-84) is incorporated into capital and expense projects
  • Serve as Gatekeeper for SIS changes and modifications
  • Participate in HAZOPS, LOPAS, PSSR's, MOC's, PHA's as SIS subject matter expert
  • Review PHA reports and make updates/changes to SIS designations and applicable documentation/database
  • Coordinate with Instrument and Electrical, maintenance groups as required. Including support for IPS testing activities with operations and maintenance teams
  • Participates and provides advice in developing plans for major shutdowns, construction or alteration projects
  • Ensure development of technical documents for equipment operation and maintenance with reference to vendors' equipment manuals as part of Management of Change (MOC) including Function test plans (FTP) and Proof test plans (PTP)
  • On-call Availability for emergencies and troubleshooting
Required Qualifications
  • Associate degree in Instrument Technology with at least 4 years of experience supporting manufacturing facilitiesORa Bachelor's degree in Engineering or related field with at least 4 years of experience supporting manufacturing facilities ORa High school diploma/GED with a minimum of 8 years of experience supporting manufacturing facilities/projects
  • Minimum of 4 years of Instrumentation/SIS/Control Systems experience
  • Ability to read and understand PLC logic (Ladder, function block, structured text) programs
  • Understanding of Industrial Standards pertaining to Instrumented Safety Systems
  • Proficient in reading and understanding design documents like P&IDs, SRS, Instrument loop drawings and schematics
  • Working knowledge of SRS documents, Logic Narratives, electrical schematics, cause and effect drawings etc.
  • Ability to communicate technical concepts to engineers and non-engineers
  • Excellent organizational and time management skills
Preferred Qualifications
  • Experience in petrochemical/refinery industry
  • Functional Safety Management Certification (CFSE/ISA/TUV)
  • Polyethylene/Ethylene experience
  • Experience with Emerson DeltaV SIS
  • Experience with PLC/SIS Programming (Ladder logic, function blocks)
  • Experience with Commissioning/Start-up
