SUMMARY

The California Department of Public Health (CDPH) Office of AIDS (OA) is recruiting an outstanding candidate to serve as Program Coordinator for an important new HIV prevention activity. The Program Coordinator will work on the HIV C-CORE team to provide robust evaluation and development of HIV cluster detection and response activities in the State of California. Cluster detection and response is a strategy to use public health data to identify communities affected by rapid HIV transmission. CDPH and their partners then aim to address gaps in prevention and care at individual, network, and systems levels. This HIV C-CORE team works to develop best practices in cluster detection and response as well as methods to evaluate outcomes of this work. This team is responsible for coordinating, presenting and reporting cluster detection and response activities to local partners, stakeholders, and federal partners including the Centers for Disease Control and Prevention (CDC).

The Program Coordinator under the direction of the Outbreak and Field Investigation Unit Chief will monitor and coordinate statewide CDR activities, including reviewing cluster data, creating exposure events, and coordinating ongoing cluster response activities. The Program Coordinator works closely with the evaluation team, cluster intervention team, and leadership to develop and adapt CDR processes and promising practices.

The Program Coordinator also works collaboratively with managers and staff within the Office of AIDS (OA), the Sexually Transmitted Diseases Control Branch (STDCB) and external stakeholders to support outbreak response needs, contribute to reports, policies, procedures, and tools that contribute to CDR.

This is a temporary, grant-funded, full-time, benefitted position. This position is funded through July 2025 with the possibility to extend through 2029.

The salary range for this position is $74,556 to $96,000 annually.

ESSENTIAL FUNCTIONS 

• Work with the Cluster Coordinating Committee to identify clusters for intervention, coordinate and document intervention activities, and contribute to cluster reports.


• Develop programmatic materials including program plan and strategy, tools for cluster intervention and tracking.


• Conduct comprehensive security and privacy review of all CDR data and activities.


• Represent the HIV C-CORE team on calls with CDPH leadership, LHJs, and other stakeholders, including presenting to various stakeholders.


• Develop guidance on promising practices to share with other jurisdictions and adapt promising practices from other jurisdictions for pilot in California.


• Coordinate and interact with state and local public health departments, laboratories, and CDC.


• Travel to other jurisdictions, within and outside California, to provide technical assistance and consultation on CDR evaluation.


• Collaborate effectively in a team environment.


• Perform other duties as directed by leadership. 
  

JOB QUALIFICATIONS 

• Expertise in public health program planning and implementation.


• Experience using data to initiate public health action.


• Experience with contact tracing or partner services, outbreak response, or incident command. Experience in HIV or STI prevention is preferred.


• Experience developing written policies and procedures describing complex programmatic activities.


• Knowledge of and experience with public health data systems. Experience with eHARS, CalREDIE and/or CalConnect preferred.


• Knowledge of current developments in public health.


• Attention to detail.


• Ability to prioritize and manage multiple tasks and work independently.


• Experience working with populations disproportionately impacted by HIV and sexually transmitted infections, preferred.


• Ability to work as part of a team.


• Fluency in spoken and written English is required. 
  

Education/Experience 

• Bachelor’s degree, required.


• At least five years of experience in public health, required.


• Master’s degree in Public Health or related field, preferred.


• Previous experience working in contact tracing, partner services, or outbreak response highly preferred.
