Job Description:

SUMMARY 

Under the direction of the Epidemiology and Laboratory Capacity (ELC) Program Manager, the Program Analyst performs complex and difficult analytical tasks, including a variety of administrative, analytical, budgetary, and programmatic support activities. Duties and responsibilities include a wide variety of program evaluation and planning activities, and budgetary planning. The candidate must be able to effectively communicate both verbally and in writing. The Program Analyst will assist with monitoring and tracking COVID grant funds, progress reports, performance measures, and development of applications and reports. The incumbent will work with minimum supervision and interact with varied disciplines, programs, and internal/external partners.  

This is a temporary, grant-funded, full-time, benefited position through 7/31/2026 and may be extended if funding is available. 

Must be able to work flexible hours, including weekends as needed.

The hourly range for this position is $27.50 to $36.00 per hour depending on experience/ qualifications. 

ESSENTIAL FUNCTIONS 


  • Assist with the development, submission, tracking of progress and monitoring/reporting performance measures for COVID and ELC projects.

  • Independently analyze budgets and data to identify current or potential problems and develop alternatives and recommendations to the Program Manager to ensure the programs remain within budgeted allocations.


  • Coordinate and review fiscal documents for consistency and conformance with applicable laws, rules, and procedures. Review monthly expenditure reports to determine reasonableness and correct errors.

  • Develop and maintain personnel rosters and complete reports and spreadsheets with requested information on a regular basis.


  • Review, evaluate, process, and track a high volume of invoices from a variety of programs and vendors.

  • Develop and maintain spreadsheets and databases to track fiscal and programmatic activities.

  • Review documents and develop summaries and reports for program review.

  • Assist with and monitor occupational health programs and processes.

  • Interact with Heluna Health Human Resource Generalists and assist with recruitment and hiring processes, as assigned.

  • Maintain files and documents; prepare correspondence, reports, and other materials.

  • Attend and represent the programs on workgroups/committees and other meetings.

  • Assist with procurement and monitoring/tracking of purchases.

  • Complete various analytical assignments and special projects, as assigned.

  • Work closely with the ELC Program Manager to achieve the activities and goals of the ELC COVID-19 programs.

Education/Experience 


  • Minimum of two years’ experience as an administrative/executive assistant or office manager or equivalent experience, required

  • Experience or education in public health or healthcare related field, preferred

  • Bachelor’s degree, preferred

  • Experience working in the state or county system, preferred

  • Experience in gathering, entering, and analyzing data and fiscal information/reports

  • Experience in coordinating complex projects

  • Experience with project management, budgets, and monitoring/reporting performance measures, preferred

  • Experience working with various people and organizations to realize common goals

  • Knowledge of and skilled in the use of Microsoft Office products including Word, Excel, Access, Outlook, and Power Point, required
