Job Description:

The Technology Systems Specialist III directly supports the technical aspects of all divisions and programs of the Marin County Fire Department, including Administration, Operations, the Office of Emergency Management (OEM), and the Emergency Command Center (ECC). The role and responsibilities are focused on optimizing efficient usage of departmental and interagency technologies that are critical for fire operations. The position reports to the Technology Systems Manager in the Fire Administration Division and handles multi-platform systems that are unique to the department. These systems require specialized expertise beyond the support provided by the County's Information Systems & Technology (IST) Department.

ABOUT YOU:
This position requires a high level of skill and specialized knowledge in Public Safety technologies and systems and our ideal candidate will have proven experience working with Public Safety systems in Fire Service, EMS, and/or Emergency Management environments, ensuring the incumbent can work independently under general direction to support mission-critical environments, such as emergency dispatch and mobile command centers.

The ideal candidate has broad-based experience managing and supporting on-premises and Cloud based enterprise software and hardware systems. They will have experience with mobile communications hardware, cellular networks and mobile device management, and familiarity with dispatch center and 9-1-1 phone systems, as well as with emergency radio systems. This position requires the incumbent work with medium to large teams in Public Safety environments; therefore, the ideal candidate must have the ability to work cohesively across these teams. Strong collaboration and communication skills, and the ability to integrate diverse systems and maintain consistent operational protocols, are a must.

CLASS CHARACTERISTICS

This is the specialist class in the Technology Systems Specialist series. Incumbents of this class are allocated to a county department with multiple and complex information systems, acting independently and providing subject matter expertise on multi-platform, complex data information systems; and providing advanced journey technical support to departmental staff on department-specific application programs and related hardware and protocols. This class may act as liaison with the Department of Information Systems and Technology in matters that require specialized expertise in response to complex departmental technological needs. This class differs from centralized IST classes in that the primary focus is optimizing efficient usage of departmental and/or interagency technologies, while the IST classes focus on support of the County-wide infrastructure and systems through which departmental technologies are delivered.

This class is distinguished from the Technology Systems Specialist II by its assignment to a specialist role in a county department with multi-platform, complex systems that are not supported or are minimally supported by the Information Systems and Technology Department; working independently and with considerable knowledge of department operations, services and programs; and integrating related department-specific programs and protocols. This class may also function as a sole practitioner for a major interdepartmental program or project. Such assignments require high level skills and knowledge in a specific technology area or system and ability to act as the department's subject matter expert for the specialized systems and related technical projects.

This class is further distinguished from the Supervising Technology Systems Specialist by the latter's responsibility to provide supervision and/or formal project lead direction to incumbents of the Technology Systems Specialist I/II classes and other technical staff as assigned and its larger scope of responsibility for planning and administering information systems within the department or division or for a special district with large and complex systems involving coordination with multiple external agencies.

EXAMPLES OF DUTIES (ILLUSTRATIVE ONLY)

  • Participates with the Technology Systems Coordinator and/or department or interagency management in analyzing business and/or technical needs and performing cost/benefit analysis of recommended automation systems/solutions.
  • Researches, analyzes, evaluates and recommends new hardware and software products for use by department.
  • Coordinates and participates in the installation of new and/or upgraded desktop operating systems, applications and software unique to the department; tests systems and maintains configurations; and may act as departmental system administrator.
  • Creates and maintains programs for database application, file extraction, form production and related departmental tasks and provides advanced level support for modification and maintenance of specialized departmental databases.
  • Determines proper installation parameters for software and hardware for smooth integration, transition and efficiency.
  • Develops and revises user instruction manuals, protocol and system procedures and other system documentation.
  • Develops projected costs for specialized departmental systems as assigned.
  • Administers network and server operations including establishing and monitoring procedures for data security and access to each system; preparing standard log-in scripts and establishing network access protocols for local and remote access.
  • Works independently with contract vendors in the maintenance of departmental computer systems.
  • Provides training to department staff in the use of automated systems including conducting one-on-one training and developing training/instructional manuals.
  • Collaborates with others to analyze the effectiveness of systems and to make recommendations for systems and procedural improvements; stays abreast of new automated systems procedures and prepares on-line bulletins to inform users of changes or additions.
  • Installs, configures, upgrades, troubleshoots, repairs and maintains desktop computers, network hardware and peripherals.
  • Answers, evaluates and troubleshoots a broad range of inquiries and problems for end users on hardware, software and county-wide and department specific systems.
  • Confers with and acts as liaison with IST to define needs, coordinate system integration and define required output and user documentation.
  • Performs remote and/or on-site diagnostics and troubleshooting using diagnostic software and basic test equipment.
  • Analyzes software conflicts and hardware problems and operation and integration of desktop workstations within the
  • County network and Internet environment.
  • Provides information to department users regarding system status, scheduled downtime and other system activities that may affect departmental operations.
  • May install, configure and maintain independent departmental servers.
  • May create and independently execute short-term project plans.
  • May develop and maintain departmental websites.
  • May provide multimedia development services for projects, products and applications.
  • Prepares and maintains a variety of logs, records, documentation and reports.

MINIMUM QUALIFICATIONS AND CERTIFICATIONS & LICENSES

Any combination of education and experience that would provide the knowledge and skills listed. Typically, the equivalent of completion of two years of college level or technical training in computer science or a closely related field and three years performing network and/or personal computer user support.

Experience in PC repair, network administration, application and software troubleshooting, computer operations, or a substantially similar field may be substituted for the college requirement on a year for year basis.

SPECIAL REQUIREMENTS

Incumbents are required to successfully pass background investigations and/or additional examinations for assignments in the Child Support Services, District Attorney's and Sheriff's Departments.
