ABOUT THE POSITION

The Riverside County Emergency Management Department (EMD) seeks a County Emergency Medical Services Administrator in Riverside. The incumbent will be responsible for planning, organizing, directing, evaluating, and coordinating the functions of the EMS system programs, goals objectives, policies, and procedures. The County Emergency Medical Services (EMS) Administrator will also monitor legislation to determine the impact to and ensure compliance of the department and EMS programs. In addition, the incumbent plans, and oversees the certification, recertification, and decertification of EMS personnel.

The Riverside County Emergency Management Department (EMD ) is a public safety department that includes Emergency Planning Division (EPD), the Riverside County Emergency Medical Services Agency (REMSA) and the Emergency Services Division (ESD). EMD coordinates emergency management and emergency medical services in order to mitigate, prevent, prepare for, respond to, and recover from emergencies and disasters.

EXAMPLES OF ESSENTIAL DUTIES

• Plan, organize, direct, evaluate, and coordinate the functions of the EMS system programs, goals, objectives, policies and procedures; act as a liaison and advocate in support of EMS programs to various advisory boards and commissions, regulatory boards, local, state, and federal agencies, patients, providers, and other concerned individuals; represent the Department in the areas of policy, planning, and committee participation; coordinate, prepare, and review budgets for EMS system programs and evaluate legal liability for system management; participate in the development of service fee rates and policies for the Department.

• Serve as the Medical Health Operational Area Coordinator and ensure the coordination of a wide range of County and community health and hospital functions during County-wide emergencies; direct the enforcement of EMS standards, codes and regulations County-wide and serve as an advisor in technical interpretation of applicable standards; direct the development, implementation and evaluation of the comprehensive County-wide EMS Strategic Plan; oversee the certification, recertification and decertification of EMS personnel and the authorization, reauthorization and revocation of authorization for service providing agencies.

• Evaluate and monitor services and programs including the establishment and oversight of EMS educational standards and training requirements; assist in the coordination of EMS system programs with other counties and agencies to promote a uniform approach; develop procedures and policies for field and office operations ensuring compliance with federal, state, and Departmental requirements; establish and direct quality assurance procedures.

• Develop and promote effective working relationships with public and private organizations, County departments, local, state and federal agencies, and community organizations; conduct and/or participate in contract negotiations relevant to the EMS system with outside vendors, organizations, or consultants; serve as a resource to other program managers in planning, developing, and implementing related components of their respective program.

• Provide expertise, consultation, and assistance in the areas of medical disaster planning and Emergency Operations; serve as the EMS Administrator on behalf of the County as delegated by the Director.

• Monitor legislation to determine the impact to and ensure compliance of the Department and EMS system programs; oversee the acquisition, maintenance, review, analysis, and reporting of EMS system data; make presentations and serve as a representative on other organizational boards to represent the County of Riverside and EMD as needed; provide updates and report to the Board of Supervisors on critical EMS system matters as requested by the Director.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited college or university with a Bachelor's degree, preferably with a major in biological science, health science, public health, environmental health, social science, emergency management, or a closely related field to the assignment. (Additional qualifying experience may substitute for the required education on the basis one year of full time experience equaling 30 semester or 45 quarter units of the required education.)

Experience: Four years working in a supervisory or management capacity in an emergency management, emergency medical services or public health organization which included a minimum of three years of specific experience directing and administering related programs. (Graduation from an accredited college or university with a Master's degree, preferably with a major in nursing, public health, public or business administration, or a closely related field to the assignment may substitute for one year of the non-specific required experience.)

Knowledge of: The principles and practices of emergency management and emergency medical services; basic organizational principles and procedures in the field of the emergency medical service system delivery; sociological and economic characteristics of the community and emergency medical service system provision; community resources available for assistance in Department programs; public relations methods, including familiarity with local media communications, that will be of assistance in carrying out the Department function; proper English construction and grammar; functions and service of local, state, and federal emergency management or emergency medical service system agencies and related governing boards; cultural and ethnic values, and customs and traditions of county populations and provider agencies (target groups).

Ability to: Manage, coordinate, and direct the activities of the Department; analyze situations accurately and take effective action; prepare and control budgets; apply pertinent laws, regulations, and County and department policies as they relate to the emergency medical service system programs; establish and maintain effective working relationships with staff, other departments, outside agencies, and the general public; supervise and coordinate the work of medical professional, technical, and support staff; prepare and assist others in preparing specialized programs; speak and write effectively, including preparation of clear and concise reports; develop and maintain good relationships with a wide range of social and ethnic groups; organize, conduct, and actively participate in meetings and training sessions.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).



  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.


  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.


  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013.Effective July 1, 2023, the employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.


A new member is defined as any of the following:
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

  • CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

    Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

    DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

    401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.

    ANNUAL LEAVE (Bi-Weekly Accrual):

    0 < 36 months = 8.92 Hours
    36 to <108>108 or more months = 12.00 Hours

    Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.

    -Annual Leave for Unrepresented Management Attorneys:
    Maximum Annual Leave accumulation is 2,000 hours. Refer to Article 22 of the Management Resolution for a list of job classifications included.

    HOLIDAYS: Normally 12 paid holidays per year.

    BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).

    BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

    LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.

    POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
