Job Description:

Marketing Statement

Under basic direction, develops and formulates immediate and long-range plans and policies to achieve the affirmative action administrative goals of the Authority, as they relate to procurement and contracts solicitation. Enforces affirmative action contract compliance, processes reviews of minority and women-owned enterprise (MBE/WBE) participation and supports the Philadelphia Housing Authority's ("PHA") contracting and procurement procedures, as well as ensuring equal opportunity for business and fair employment practices in the work place based upon HUD regulations and guidelines.

Annual salary range: $61,708 - $65,564

Qualifications

Education, Training and Experience Guidelines:

Bachelor's Degree in Business or Public Administration, or a related field; AND five (5) years of experience in public sector purchasing; OR an equivalent combination of education, training and experience.

Required Knowledge of:

Federal and Commonwealth statutes, codes, and regulations governing public sector purchasing; Methods, procedures, and standards for Public Housing record keeping and records management.

Required Skill in:

Reviewing and verifying applications, requisitions, financial data, and technical documents; Interpreting and applying Commonwealth and Federal purchasing rules and regulations; Working within deadlines to complete projects and assignments; Interacting with people of different social, economic, and ethnic backgrounds; Establishing and maintaining effective working relationships with co-workers, suppliers and the public; Operating a personal computer utilizing standard and specialized software; Communicating effectively verbally and in writing.

LICENSE AND CERTIFICATION REQUIREMENTS:

A valid Commonwealth of Pennsylvania Driver's License may be required; Certified Purchasing Manager designation preferred.

Responsibilities

Oversees a pro-active affirmative action program requiring management to set specific goals, implementation plans, and timetables, thus ensuring appropriate and proportional representation of qualified minority and women enterprises in the procurement and solicitation process; Monitors on a continuing basis the PHA's MBE/WBE affirmative action contract compliance program pertaining to participation in construction, leasing, vending, and professional and personal service; Reviews and evaluates contract patterns for MBE/WBEs; makes recommendations in changing participation practices designed to eliminate potential discrimination; Provides referrals to certifying agencies when possible, to increase minority and female participation in all organizational contracts; Implements and follows a formal procedure for the investigation of affirmative action discrimination complaints, against the prime contractors; Conducts site visits to ensure that the MBE/WBEs listed in the awarded vendor's proposal (including sub-contractors) are being utilized during the duration of the contract, in accordance with Executive Order 11246; Conducts supplier diversity compliance reviews of all bid/proposal documents submitted by contractors in response to PHA's solicitations for construction and professional/personal service contract to determine responsiveness of the contractor; Provides administrative and technical assistance to all contractors through telephone/email and/or personal interviews regarding PHA's contracting procurement procedures, and documents; Maintains list of certified MBE/WBE's by commodity for distribution to contractors; notifies MBE/WBE of upcoming bid opportunities via email, telephone, and/or postal mail; Attends bid openings and pre-award conferences to provide technical assistance and encourage maximum participation in PHA's MBE/WBE program; Leads and conducts outreach programs to inform the MBE/WBE community about PHA's pre-qualification procedures and the certification process; encourages prime contractor bid participation; may provide technical assistance and instruction to other department personnel in this endeavor; Compiles information and prepares reports for management entailing statuses, inquiries, and recommendations for changes in processes and policies; Conducts supplier diversity program procurement training to leadership, staff, stakeholders, suppliers, and members of industry councils and organizations; Stays abreast of trends and innovations in government procurement, contracting, and public housing issues and policies; Maintains absolute confidentiality of work-related issues and PHA information; performs related duties and responsibilities as assigned; Performs other related duties as assigned.
