Job Description:

HR/IT Generalist Position Description

We are seeking an HR/IT Generalist to join our team. The selected candidate will work remotely but will need to attend meetings and presentations onsite in Tallahassee, FL as directed by leadership.

Summary:

The selected candidate will be expected to perform some combination of the following:

  • Interface with agency executive leadership, leadership teams, staff, stakeholders, and the public to ensure the timely development and delivery of (HR/IT) projects, solutions or services.
  • Apply a broad set of administrative, consultative, and technical expertise to elucidate business and functional specifications and requirements.
  • Plan, organize, execute, and control tasks and resources for the successful delivery of (HR/IT) projects or services.
  • Help identify and provide solutions for (HR/IT) projects and agency initiatives through research and analysis.
  • Apply a broad set of management skills and expertise as a Project Leader or Key Resource to manage and direct teams and resources in the completion of (HR/IT) projects, tasks and program activities.
  • Organize, direct, and manage support services that help achieve the agency mission.
  • Support agency staff and resources training through formal classroom instruction, workshops, or seminars.
  • Comply with and enforce all agency policies, procedures, and security policies.
  • Remote work for this position is contemplated, but the candidate must be available for on?site setup and meetings at agency offices in Tallahassee, Florida, as requested.

Responsibilities:

Organizational Change Management

(OCM) coordination and support in the following areas:

  • Assist staff and resources in preparing for and making changes resulting from (HR/IT) projects and agency initiatives.
  • Oversee and contribute to planning, implementing, and monitoring processes, technologies, and other actions that create and impact agency culture and function. Including:
  • Developing goals, timelines, and communication plans.
  • Identifying and mitigating changes and impacts to job roles, responsibilities, and performance.
  • Identifying and supporting required or beneficial training(s).
  • Developing, monitoring, and reporting measures/metrics.
  • Direct support for planning and implementation of changes required for compliance with accessibility under Title II of the Americans with Disabilities Act (ADA).

Administration of Agency Policy

Management System (PowerDMS) in the following areas:

  • Serve as the primary FWC Subject Matter Expert (SME) and Point of Contact for the agency Policy Management System.
  • Oversee User Management to ensure:
  • All users are synced properly with the agency Active Directory.
  • New and existing users are in the correct groups.
  • Departed users are removed and archived.
  • Track the annual agency Information Technology Security Awareness Training deployment to ensure compliance.
  • Track the required annual FWC Human Resource Training deployment to ensure compliance.
  • Assign other training and documents as appropriate.
  • Troubleshoot and address issues with the PowerDMS platform.

Administration of the (Everbridge) emergency notification system (MyFWCAlert)

  • Serve as the primary agency Subject Matter Expert (SME) and Point of Contact for the operation and maintenance of the Everbridge emergency notification system (MyFWCAlert).
  • Provide access to and manage appropriate portals as needed.
  • Oversee MyFWCAlert User Management to ensure:
  • All users are synced properly with the agency Active Directory.
  • New and existing users are in the correct groups.
  • Departed users are removed and archived.
  • Conduct quarterly tests of the MyFWCAlert system as required by policy.
  • Conduct count/office closures as directed.
  • Conduct wellness checks as directed.
  • Develop training(s) as needed.
  • Troubleshoot and address issues with the Everbridge emergency notification system (MyFWCAlert).

User Management Administration for the Statewide Travel Management System (STMS)

  • Serve as a Subject Matter Expert (SME) for the STMS.
  • Ensure new users are set up as requested.
  • Assist with updating user roles.
  • Assist with updating user supervisors.
  • Update headquarters as requested.
  • Develop training(s) as requested.
  • Develop communication as requested.
  • Assign training as requested.
  • Troubleshoot and address issues with the Statewide Travel Management System (STMS).

Agency Policy Coordination

  • Provide oversight and serve as a key resource for the Internal Management Policies and Procedures and Interim Policy Memorandum (IMPP & IPM) processes.
  • Route draft IMPPs/IPMs to the agency Business Leadership Team (BLT) for review/comments/edits.
  • Track IMPPs/IPMs progress within the review process.
  • Coordinate final draft review with the Senior Leadership Team (SLT) for courtesy review.
  • Coordinate the finalization of the IMPP/IPM and submission for signature.

Administration Support and Coordination

  • Support Human Resources (HR) and staffing functions, which include:
  • Serve as a liaison between Human Resources (HR) and programs.
  • Provide support for Staff Augmentation Contracted Services.
  • Coordinate interviews, employee onboarding and separations.
  • Provide administrative support as directed.
  • Serve as the Point of Contact for Public Records Requests for select offices.

Qualifications And Requirements

Candidates must have:

  • Organizational Change Management (OCM) experience: 7+ years of work experience, including 5 years of managing the implementation of large-scale or enterprise-level projects. Preference will be given for experience/certifications in Managed Change and Lean/Rapid Process Improvement.
  • Policy Management System experience: 7+ years of experience as a subject matter expert with a policy management and distribution system. Preference will be given to those with 5+ years of experience with the PowerDMS platform.
  • Policy Coordination experience: 7+ years of experience overseeing and coordinating processes for agency-level policies and procedures. Preference will be given to experience with Lean/Rapid Process Improvement.
  • Emergency Notification System experience: 5+ years of experience with an enterprise emergency notification system as a subject matter expert. Preference will be given for experience with Everbridge and completion of FEMA ICS 100 and FEMA ICS 200 trainings.
  • Florida Statewide Travel Management System (STMS) Administration experience: 2+ years as a subject matter expert and User Management Administrator with the Florida STMS system. Preference will be given for direct experience with implementing and maintaining the STMS for a state agency.
  • Administrative and Office Coordination experience: 10+ years of mid-upper-level administrative support and Human Resources coordination.
  • Must be CJIS certified or can become CJIS certified.

Education

  • An associate's degree or higher in Management, Business or a related field of study.
  • Additional relevant experience may substitute for educational level on a year-for-year basis, and additional relevant education may substitute for experience on a year-for-year basis.
  • Certifications, accreditations and training documenting proficiency may be considered as relevant Education.
