Job Title:Financial Operations Specialist 4Department:Engineering | College Administration

The Department Business Officer under the direction of the Department Chair, College Finance Director and the College Human Resources (HR) Director, implements fiscal and HR strategy for the Department of Chemical and Biomolecular Engineering (CBE); serves as the fiscal, payroll, and HR administrator for CBE; manages and leads administrative team of financial, payroll and human resources staff; uses substantial judgment and independent decision-making authority while acting on behalf of the Chair for all administrative operations of the office; responsible for the oversight and maintenance of the financial, payroll and HR processing as directed by the College Internal Control structure, which includes ensuring segregation of duties in the processing of every financial transaction, appropriate mandatory approvals, and appropriate mandatory reconciliations; monitors and approves all expenditures; works with the College Business Operations Center (BOC) to ensure efficient processing of payroll and procurement transactions; conveys and manages highly sensitive information while maintaining the utmost confidentiality; provides direction in supporting the College and Department mission; monitors and approves payroll and HR transactions; directs, manages, evaluates and monitors staff activities impacting fiscal operations to maximize efficiency; oversees and confirms payroll certification and performs reconciliation to GL; ensures all University and College policies are followed; ensures all supporting documentation and audit trail information conforms to University guidelines; initiates budget and fund transfers; advises Department Chair on administrative issues and annual salary budget process; serves as a resource to faculty and staff; provides advice and training for initiators within CBE; implements and administers college policies and procedures in the department; ensures sound financial management; provides long term budgeting, planning and forecasting; creates financial reporting and analysis; prepares, analyzes, interprets and presents HR data for internal and external reporting; prepares and responds to requests for special and ad hoc reporting; works with College/OHR to mediate/resolve department employee relations and performance management issues, corrective actions, grievances, etc;






Required Qualifications

Bachelor's degree or equivalent combination of education and experience with a major in accounting or business administration. 5 years financial management experience or equivalent combination of education and experience. Knowledge of accounting principles and applications. Progressively responsible financial and administrative experience.




Desired Qualifications


Masters degree in Accounting or business Administration, experience with university HR and financial systems (Workday) strongly desired. Considerable experience in budget control and fund accounting. Excellent communication and problem resolution skills. Extensive experience in financial and HR administration in a large organization. Demonstrated management expertise in strategic planning and resolution management. Considerable experience in budget control and fund accounting. Experience with university financial, procurement, payroll, and human resources.
