Job Description:

SUMMARY 

The CDPH Center for Laboratory Sciences, Operations Branch’s Public Health Microbiologist (PHM) Training Program seeks a Public Health Microbiology Program Manager to work closely and collaborate with public health laboratories in the state, local counties, and the California Association of Public Health Lab Directors (CAPHLD) to manage and facilitate the Public Health Microbiologist Training program. 

Applicants must be able to maintain consistent and regular attendance; communicate regularly and effectively (orally and in writing) in dealing with the public, collaborating agencies, and employees; develop and maintain knowledge and skills related specifically to Public Health Microbiology tasks, methodologies, materials, tools, and equipment; complete assignments in a timely and efficient manner; and adhere to departmental policies and procedures.

This position will oversee the PHM program trainers, lab technician, and office aid, as well as assist with managing trainees and program volunteers. Tasks will involve managing and working with emails, forms and documents, online platforms, and resources, coordinating inventory, purchases, and schedules. Experience with laboratory safety, supply requisitions and ordering, inventory management, and equipment maintenance is necessary. Maintaining an organized work environment, multi-tasking, working well in a team environment, managing a team, and being detail-oriented are essential skills for this position.

The hourly range for this position is $57.69 - $63.12 per hour depending on experience/ qualifications. This is a part-time position, up to and including 20 hours a week.

ESSENTIAL FUNCTIONS 


  • Oversees PHM program staff attendance, duties, schedules, and resources needed for PHM training.

  • Works closely with the California Association of Public Health Lab Directors (CAPHLD) and participating California Department of Public Health (CDPH) laboratories to coordinate and facilitate the PHM training program.

  • Ensures adherence to COVID-19 and laboratory safety and practices as well as CDPH policies and procedures.

  • Leads the coordination of CAPHLD and PHM trainers to update and develop training curriculum, resources, and materials; including developing deadlines, tracking deliverables, and implementation of all updates and improvements on all platforms used by the training program such as e-learning training platforms.

  • Addresses training program needs and priorities as they develop; gives technical and administrative consultations to PHM trainers as needed, approving changes of curriculum, resources, and material improvements.

  • Provides oversight for the maintenance and updating of training records, trainee grades, emergency contact forms, standard operating procedures, laboratory safety guidelines, procedures and practices, risk assessments, job aides, and other training tools for the program.

  • Tracks and updates training program schedules, laboratory supply and equipment inventory, program applications and certification documents for trainees from all involved Public Health Laboratories (both state and local).

  • Provides assistance to local and state laboratories with educational resources for trainers, including implementation, availability and use of new technologies and online training platforms and resources, proctoring and scoring of exams and competency evaluations.

  • Helps recruit and schedule subject matter experts, speakers, and volunteers to provide didactic and laboratory training for all units of the training program.

  • Assists in filling in as subject matter expert for lectures (remote or on-site) and laboratory training (on-site) as needed and necessary.

  • Works with CDPH Laboratory Field Services (LFS) on renewal of laboratory training licenses; compiles and updates required documentation; provides reports and updates on PHM trainees to the appropriate individuals; monitors expiration of required trainee and laboratory certification; verifies and follows up status of submitted forms.

  • Communicate with, and facilitate test date(s), location(s) with AAB for the AAB administered PHM certification exam, including submitted the trainee list to LFS for approval.

  • Processes program evaluations and conducts surveys to monitor and report quality improvement activities, provides feedback, and communicates outcomes to CAPHLD and other interested parties.

  • Assists CAPHLD PHM training committee chairs with program accreditation efforts, yearly PHEP grant applications and development of strategies to improve quality and sustainability of the PHM training program.

  • Provides guidance and support for PHM training team members’ professional growth. This includes identifying training needs, facilitating development opportunities, and fostering a culture of continuous learning.

  • Provides additional project support as needed. 

JOB QUALIFICATIONS 

Required knowledge, skills, and abilities:

  • Skilled in presentations, presenting and facilitating meetings online and in-person.

  • Effective interpersonal skills to interact effectively with diverse audience and groups.

  • Skilled in wide range of medical and Public Health microbiology laboratory procedures and techniques (examples include and are not limited to the following: Gram stain and other stains, aseptic technique, microscopy, pipetting, inoculating media, incubation, reading results, reporting, troubleshooting, others.)

  • Familiarity with laboratory supplies and equipment related to Public Health laboratories (examples include and are not limited to the following: incubators, freezers, refrigerators, centrifuges, balances, pipettes, microscopes, molecular diagnostic platforms, thermometers, water baths, and others).

  • Ability to multi-task and meet scheduling priorities in a timely manner.

  • Ability to set clear objectives, monitor progress, and evaluate team members' performance. This includes assigning and delegating tasks and responsibilities effectively, providing prompt feedback, and implementing improvement plans when necessary.

  • Ability to identify problems, analyze potential solutions, and implement effective strategies and actions to resolve issues that arise for the training team and the PHM Training program.

  • Ability to plan long-term goals and sustainability and align team efforts with organizational objectives. This includes setting priorities annually, anticipating future needs of the program, and guiding the training team toward achieving these goals. 

Preferred knowledge, skills and abilities: 


  • Skilled in MS Office applications such as Microsoft Word, Microsoft Excel, Microsoft PowerPoint, Adobe, email applications such as Microsoft Outlook.

  • Use of Google drive, apps, and teleconferencing (e.g., WebEx, Go-to-Meeting, Zoom, Microsoft Teams).

  • Experienced with COVID-19 prevention, control, and laboratory safety.

  • Experienced with general laboratory safety best practices, guidelines, and documentation.

  • Supervisory experience involving supervision of professional laboratory personnel.

  • Ability to coordinate with state and local agencies to support priorities of the training program. 

Education/Experience 


  • At least 2 years of relevant work experience in a local or state Public Health Laboratory; experience specifically with operation of the PHM training program preferred.

Certificates/Licenses/Clearances 


  • Must be in possession of a current, valid Public Health Microbiologist's certificate issued by the California State Department of Public Health, Laboratory Field Services.

WORK ENVIRONMENT

This is a hybrid position and will intermittently be required to work at the CDPH campus in Richmond, CA in indoor temperature controlled general office and laboratory settings. 

Essential workforce training may be up to 20 hours per week on site in Richmond, CA.

Must have functioning internet access at remote location. 

Must have reliable transportation to travel for site visits.  Travel will be reimbursed.
