Job Description:

 
ESSENTIAL JOB FUNCTIONS:  Works under the direction the Director of the Office of Business Diversity and Compliance (OBDC).   Serves as the senior personnel in coordinating activities associated with OBDC's business services initiatives including the assessment of clients and development of programs.  Works as a project leader for special project as assigned.  Assists division personnel with identifying qualified vendors for contracting opportunities.  Maintains relationships with other public and private sector partners providing services and resources to clients.  Coordinates and promotes City of Memphis funded small business, minority and women owned business support programs. Serves as back-up to Director in addressing Business Services procedural or technical information issues or matters.  Researches and disseminations data to the public/private sector organizations/individuals.  Promotes services to small, minority and women owned business.   Implements an intensive outreach effort to identify, obtain, and provide materials and data to clients on available resources.  Collaborates with providers of outreach programs to create community awareness of the all business services programs, resources, and opportunities. Supports clients in proposal and bid development efforts.  Tracks local government initiatives through City government as well as various other economic development initiatives.  Prepares and creates various reports regarding economic and business development for management.  Attends meeting and conducts field visits as needed.  Works with appropriate City personnel to prepare research and public response information as needed.   Serves as a liaison with the Renaissance Business Center, Greater Memphis Chamber, EpiCenter, Mid-South Minority Business Council (MMBC) etc. as assigned.
 
OTHER FUNCTIONS:


  1. Represents the Director at events or meetings as assigned.
  2. Performs additional functions (essential or otherwise) which may be assigned.

TYPICAL PHYSICAL DEMANDS:  Must be able to communicate clearly verbally both orally and in writing.  Requires the ability to operate general office equipment such as a personal computer and telephone.   
 
TYPICAL WORKING CONDITIONS:  Majority of work is performed in an office.  May occasionally travel independently to make on-site visits to attend meetings or conduct training sessions. 
 
Bachelor's degree in Business Administration, Public Administration, Finance or related field with six (6) years' experience in coordinating and researching  economic, finance or business related program; or any combination of experience or training which enables one to perform the essential job functions.  Working experience using Microsoft Office application such as Word or Excel preferred.


The City Charter requires that City Employees must establish residence within Shelby County within six (6) months from date of Employment. Proof of residence will be required at the time of hire. The City Charter requires that City Employees, with the EXECEPTION of “first responders”, must establish residence within Shelby County within six (6) months from their date of Employment. Proof of residence will be required at the time of hire. As defined by Tennessee House Bill 105, "first responder means paid, full-time law enforcement officers, firefighters, and emergency medical personnel and dispatchers of law enforcement, fire and emergency medical service departments."
