Available Position: The City of Inglewood, LA Metro, and Los Angeles County have formed a Joint Powers Authority (JPA) to implement the Inglewood Transit Connector (ITC) Project, which includes design, construction, finance, operation, and maintenance of a 1.6-mile, three-station, fully automated transit system (ATS) that will connect the Metro K Line with Inglewood activity centers, and is being implemented using a design-build-finance-operate-maintain (DBFOM) delivery approach.
Lea+Elliott is providing Operating System-specific consulting services to the JPA in support of the JPA's oversight of the Developer's DBFOM work and is seeking to hire an experienced Project Manager for Lea+Elliott, Inc. to manage our work and be an integral part of the ITC's program team located in Los Angeles. The Project Manager will work with our staff of Operating System subject matter experts overseeing the DBFOM Developer's design, manufacturing, construction, testing, commissioning, safety certification efforts, transition to revenue passenger service, and final completion of the work.
This position will initially be a hybrid position for approximately the first 6 months, after which this will be a majority ON-SITE position.
Required Qualifications:
A bachelor's degree in engineering or architecture
At least 20 years of experience managing increasingly complex multi-discipline engineering design and construction projects
Excellent oral and written communication and presentation skills
Working knowledge of project management and project controls systems
Experience with Design/Build transit construction projects in excess of $300 million
Willingness to work as part of team and ability to lead and effectively delegate
Registered Engineer (Mechanical, Electrical, Civil or Structural) in the State of California
Desired Qualifications:
Experience with performance-based Contract Documents
Experience with rail or automated transit infrastructure projects including automatic train control and communication systems, power distribution systems, trackwork, or related systems
Experience with FTA's New Starts program and Buy America requirements.
Experience with rail or automated transit system testing, commissioning, and activation
Experience with rail or automated transit system operations and maintenance
Experience with design and construction change management
Knowledge of ATS safety and security requirements
Knowledge of CPUC General Orders associated with rail transit and safety certification requirements and processes or similar compliance experience with other safety oversight and approval agencies.
