The purpose of the position is to assist the Director of Procurement & Contracts ("DPC") in performing the work require to prepare, publish and distribute department, organizational, state and HUD required reporting, and managing the Procurement & Contracts functions.
ESSENTIAL DUTIES AND RESPONSIBILITIES

Prepares Bids, RFP's and RFQ'S for publication on Periscope, the online bidding system.
Places Bid notices and other Legal Notices in the NHA authorized Newspapers.
Maintain the responsibility for lease and rental vehicles from Enterprise Fleet Management
Prepare Requisitions and approve Purchase Orders through the Emphasys Elite, procurement program.
Audits supplier invoices against contract terms and conditions to ensure proper billing.
Reviews bids received for compliance with all requested Documents.
Provides customer support to NHA staff concerning purchasing forms, procedures and problems that may arise.
Contributes to a positive team spirit with other procurement associates.
Stays abreast of innovations in government procurement contracting and HUD issues and policies.
Prepares Bid Reports, Notices of Award, and Board Resolutions.
Other duties as assigned
EDUCATION AND/OR EXPERIENCE
Applicants should have the educational requirements or be in the process to obtain the educational requirements to obtain the Qualified Purchasing Agent Certification.
Ability to follow established guidelines including procurement regulations, procedural manuals, and established contracting procedures and precedents; use judgment in selecting among authorized contracting methods and techniques, and in the application of regulations and procedures;
Ability to analyze price, cost and utilization data; recognize trends; interpret and produce spreadsheets, charts and graphs;
Proficiency in the use of MS Office suite.
CERTIFICATIONS, LICENSES, REGISTRATIONS
Licenses and Certifications Must possess a Qualified Purchasing Agent (QPA) Certification, or must obtain same within 12 months of hire.
