PURPOSE SUMMARY.  Provides senior professional-level human resources guidance, training, and assistance in all facets of the County’s classification and compensation structure by providing technical and analytical support. Assists others in the department in the areas of salary administration, recruiting, classification, compensation, and labor relations.  

 

ESSENTIAL DUTIES. 

1. Provides professional level work in the areas of classification, compensation, and salary administration. 

2. Oversees the County’s job classification system.

  • Provides guidance and direction regarding the development and/or update of job descriptions.

  • Reviews and processes classification and reclassification requests, including conducting desk audits as necessary and approved by the HR Director.

  • Writes, prepares, and updates job descriptions.

  • Performs audits on classification system.

  • Conducts and responds to classification studies.

  • Works with outside consultants as necessary.

  • Maintains accurate records and logs for all classification requests.

  • Researches, analyzes, and makes recommendations to HR Director.

3. Assists with compensation analysis.

  • Updates pay plans accurately.

  • Reviews pay plans that are updated by other team members.

  • Obtains relevant market data.

  • Conducts compensation research and makes recommendations.

  • Works with outside consultants as necessary.

  • Conducts compensation audits.

4. Manages related projects as assigned.

5. Updates and maintains records in various mediums and formats to include SharePoint and Workday.

6. Works closely with HRIS Specialist to update and enter transactions in Workday and maintain historical documents.

7. Reviews reports and notifies appropriate personnel when changes are needed related to classification and compensation information.

8. Follows through on all information and ensures timely processing, communication, and upkeep of documentation.

9. Analyzes data and prepares and presents various special and recurring reports and documents to provide accurate and timely information.

10. Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality, seamless, and timely service.

11. Reviews departmental forms and documents related to classification and compensation to ensure compliance with policies, procedures, and laws.

12. Prepares, reviews and tracks professional services contracts, RFPs, and other agreements related to classification and compensation.

13. Develops and delivers training on classification and compensation to internal HR team, as well as to employees within the County to ensure staff is aware of employment laws, and county policies/procedures.  May present at Board of County Commissioner meetings as necessary.

14. Assists and advises departments in classification and compensation matters.

15. Assists the HR Director, Assistant Director, and the Sr. HR Administrator of Benefits, in managing all operational and procedural aspects of the departments classification and compensation system including analyzing and developing departmental goals, SOP’s, policies, and procedures.

16. Establishes and maintains effective working relationships with all levels of the organization.

17. Interprets and explains policies, procedures and regulations as they apply to classification and compensation actions.

18. Advises employees, including supervisory employees, department heads and elected officials, upon request, regarding issues and concerns, and interpretation of HR policies and procedures, as related to classification and compensation.

19. Advises and assists management and employees regarding the investigative process, grievances, and complaints related to job duties.

20. Researches and provides solutions for ongoing issues.

21. Attends meetings, trainings, and workshops; advises staff; prepares reports, correspondence and other written materials as directed by the management within HR.

22. Participates in labor negotiations as necessary.  Duties may include research, drafting language and developing the official record of contract negotiation discussions and decisions.

23. Informs Human Resources Director of all communication, correspondence, projects, disputes, and other activities that he/she is aware of and/or working on.

24. Responsibilities include knowing and abiding by all department and county policies and procedures.

25. Maintains highest level of confidentiality of all personnel matters.

 

ADDITIONAL DUTIES. 

Performs other related duties as assigned.

 

QUALIFICATIONS. 

A.  Education.  Bachelor's degree from an accredited college or university in Human Resources Management, Public Administration, Business Administration, or a related field.

B.  Experience.  Five (5) years full-time experience as a Human Resources Generalist. Previous classification, compensation, and Government/public-sector experience is preferred.

C.  Education/Experience substitution.  N/A

D.  Licenses/Certifications.  Certification as a Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) is preferred. Valid driver’s license.

E.  Other (e.g., post-offer medical exam, polygraph, background check, driver’s license record, etc.).  Must successfully pass a background check.  Must have valid driver’s license and maintain an acceptable driving record in accordance with policy.

           

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION:

Proficiency gained through wide exposure in technique that combines a broad understanding either of involved practices and precedents or of theory and principles or both. Knowledge of the principles, concepts and methodology of the human resources profession gained through job experience to permit independent performance of assignments. Professional knowledge and experience that has provided skill in carrying out assignments, operations, and procedures of significant difficulty and complexity.

Compensation Range

$58,176.96 - $96,213.06
