JOB DESCRIPTION:

The Director of Purchasing provides both strategic and tactical project purchasing leadership. Working with internal business partners in the manufacturing and engineering community, the overall objective is obtaining material, supplies, and services in conformance with technical requirements, on time, and at the best value.

  • Executive-level management of the Purchasing Department, with direct management of the department's Buyers and Managers, providing sound procurement guidance to team members.
  • Overall responsibility for the third-party supply chain's financial, service, and quality metrics. This includes but is not limited to, the following KPIs (key performance indicators): Cost, Supplier On-Time Delivery, Supplier Quality, and Inventory.
  • Develop, implement, and maintain a commodity-based strategic sourcing and supplier development strategy for ongoing and new product production through negotiations, supplier transitions, make/buy analysis, sourcing, etc., in alignment with enterprise goals.
  • Recognize and evaluate strategies or opportunities, as well as, business and legal risks.
  • Ensure the process, from requisition to order placement, is efficient and in compliance with established rules, regulations, and
  • policies.
  • Monitor and maintain compliance with corporate policies and procedures, all US and international procurement regulations, and
  • applicable ISO and IRIS Standards.
  • Develop purchasing databases and additional performance measurements.
  • Maintains awareness of key market trends, pricing, and the development of materials and products. Report, recommend, and counsel executive leadership on cost objectives, performance related to delivering against product and service level agreements, and business plan changes. Provide reports to the President and Vice Presidents as requested.
  • Interface directly with supplier management to resolve issues and control costs.
  • Interface with other departments to achieve common goals and objectives. This includes, but is not limited to, the following:
  • Operations to control the material flow to ensure on-time supplier deliveries and customer shipments.
  • Supplier Quality to understand and communicate escalated quality issues to the vendor.
  • Engineering to resolve concerns with technical specifications and drawings with the supplier as needed.
  • Collaborate with finance to manage cash flow through supplier payment terms, SEPP (sustainable and ethical purchasing program), and ERS (evaluated receipt settlement) programs.
  • Participate in developing Strategic Planning (STRAP) and Mid-term Operational Planning (MOP).
  • Drive continuous improvement of SIOP (sales, inventory, and operational planning) processes in conjunction with Sales Logistics,
  • Warehouse, Supply Chain Management, and Operations teams.
  • Serves as liaison and partner to Knorr Bremse SfN Global Supply Base Organization, North American Regional, and Divisional (Rail) procurement teams, supporting strategy definitions and driving implementation.
  • Maintain a safe, clean, and healthy environment and ensure compliance with the company's rules and policies.
  • Must comply with quality, product safety, HSE rules, guidelines, and regulations. Be energy conscious, if applicable.
  • Must understand and comply with applicable standards. ( i.e., ISO 9001, ISO 22163, ISO 14001, ISO 45001, ISO 50001, AAR, and CMMI).
  • Maintain and safeguard business records.

Education and Experience

Bachelor's degree in Business Administration, Supply chain, or relevant degree program

8+ years of experience with demonstrated management experience.

The base pay range for this role is $127,969 USD – $213,281 USD. The company reasonably expects to pay within that range, however, Knorr Brake Company considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
