The Subgrants and Contracts Officer will be based in El Salvador and will report to the Senior Subgrants and Contract Manager. They support the Activity’s extensive sub-granting and contract strategy.

Your Background & Skills

  • Bachelor’s degree in business administration/management, accounting, or the social sciences
  • Minimum of three (3+) years of professional experience in grants management, partnerships, and/or capacity building of local partners preferred.
  • Strong knowledge of international grant, budget, and accounting procedures, particularly in Central American countries
  • Experience in the procurement of goods and services (from the preparation of the bidding terms and conditions to delivery and close out)
  • Strong knowledge of USAID rules and regulations.
  • Ability to research, analyze and interpret government regulations.
  • Ability to work both independently and as an effective team member.
  • Demonstrated critical thinking and analytical skills, as well as the ability to handle complex situations and demonstrate sound judgment and problem-solving.
  • Attention to detail and commitment to excellence demonstrated by the delivery of quality and timely outcomes.
  • Demonstrated capacity to identify risks and propose solutions.
  • Demonstrated ability to develop and implement effective strategies and tactics for accomplishing assigned duties.
  • Strong oral and written communication skills, including the ability to communicate effectively and project a professional image when giving and taking information in writing, in person, and through various communication media. The ability to present to varying-sized audiences in a manner that influences, and drives understanding is highly desired.
  • Excellent interpersonal skills and cultural sensitivity to interact effectively and diplomatically with individuals at all levels of the organization, as well as externally both domestically and internationally

  • Proficiency in Microsoft Office to include Word and Excel; proficiency with accounting software.
  • Knowledge of Google Suite tools preferred.
  • Very good command of English Language and Spanish Language is required.
  • You must have unrestricted authorization to work in El Salvador.

Your Daily Tasks

  • Develop and oversee efficient mechanisms and tools for each grant and/or contract category, ensure that appropriate and streamlined due diligence is conducted, and develops creative and compliant approaches to providing assistance to local organizations.
  • Support organizations receiving grants from the Citizens Empowered Activity (CEA) in the proper management of their grants.
  • Support the rapid and compliant issuance of sub-grants and contracts.
  • Establish and monitor all subgrant and contract procedures and mechanisms.
  • Manage CEA partners’ subgrants and alert the Finance & Operations Manager regarding
  • any performance or financial reporting issues.
  • Ensure technical, financial, and administrative compliance with CEA’s and donors’
  • subgrant and contract management/reporting procedures.
  • Analyze narrative and financial reports as well as all supporting documents for expenses incurred in the context of sub-grants and contracts awarded by CEA.
  • Provide and supervise training and capacity building activities to subgrantees and sub- contractors on financial reporting procedures and mechanisms, as well as other applicable funder regulations
  • Maintain communication and relationships with local partners, makes sure of media stakeholders’ involvement in the project, and ensure partners’ feedback is included in project management.
  • Support procurement related tasks in compliance with donor rules and regulations, as well as ensuring that competitive and transparent processes are implemented.
  • Coordinate and facilitate selection committees to evaluate proposals submitted by potential subgrantees or vendors according to the Notice of Funding Opportunity and donor regulations.
  • Support the closeout process of sub-awards and contracts, which includes the elaboration and final review of delivery notes, inventory reports and property disposition letters.
  • Ensure timely financial reporting and effective collaboration with relevant CEA staff.
  • Understand and demonstrate commitment to CEA’s goals across all domains.
  • Establish and maintain productive and collaborative working relationships with all CEA domains, partner organizations, and other program stakeholders relevant to CEA activities.
  • Contribute to internal IREX program reporting, knowledge management and information sharing.
  • Contribute to communications that highlight the work of partners and other media literacy tasks as needed.
  • Oversee grant and contract files to ensure audit readiness. Coordinate and support the review and management of financial and other compliance documents, including IREX subgrant tracking systems filing and updates and maintaining other program files.
  • Assist with general office administrative support functions.
  • Provide technical and compliance oversight and monitoring through regular check-ins, verification of documentation and deliverables, spot checks and as needed, lead site visits to subgrantees to assess adequacy of internal controls, compliance with applicable laws and regulations, and award policies and procedures. Report findings and propose corrective actions
  • Prepare and implement training and technical assistance as needed to address capacity needs and reinforce sub-grant management.
  • Serve as a point of contact on sub-grant/contract management and compliance with El Salvador based sub-grantees.
  • Develop and review new grants/contracts or modifications which include budget presentation, cost allocations, work plans and other requirements.
  • Support grantees on technical grant management e.g., work planning and managing ongoing deliverables
  • Conduct risk assessments and design risk mitigation plans.
  • Work with the Senior Subgrants and Capacity Building officer to support timely response to donor requests related to local grants agreements, budgets and spending.
  • Ensure compliance with the Civil Society and Media - Standing Together and Advancing in New Directions (CSM-STAND) grant policy and proactively identify compliance gaps and recommend solutions including areas such as internal policies and procedures.
  • Review advances payments to subgrantees and ensure that the advances to subgrantees are liquidated in a timely manner.
  • Review budget comparison reports and back-up documentation to ensure adherence to restrictions and support follow up actions to resolve any identified problems.
  • Other support duties as needed.
