Job Description:

Nature of Work


Harford County Government is currently recruiting for an opening with the Department of Parks and Recreation - Division of Capital Planning and Development.


Under general supervision, the incumbent will function as the project manager and primary on-site County representative for capital construction projects. Assignments will include a variety of building projects including new construction and renovations. Site projects may include grading, pavement, stormwater management, sediment control, and landscaping for buildings, parks, playgrounds, and athletic fields. Working as a member of the Capital Projects team, the incumbent will be assigned multiple projects and be required to assist or fill in for other team members when needed. Projects may range in value from under $100,000 to over $5,000,000.
Examples of Duties

  • Acts as project manager on building projects and serves as the County's representative throughout the project design and construction.


  • Works with representatives of other County departments to define the project scope of work.


  • Manages the design contract, reviews architectural and engineering plans and specifications, and ensures that the project scope is maintained throughout the project.


  • Reviews all project documents and becomes thoroughly familiar with them.


  • Conduct or attend pre-construction and progress meetings.


  • Inspect project work to ensure compliance with the project plans and specifications.


  • Prepare daily inspection reports and other required documents.


  • Work with the contractor, inspector, other project managers, and design team to resolve construction issues.


  • Coordinate project requirements with facility owners, user groups, code officials, and the public.


  • Prepare written correspondence and directions to contractors and others. Mark up drawings or prepare sketches to illustrate direction.


  • Review and approve progress schedules, schedules of values, progress payments, and other documents for assigned projects.


  • Review submittals and monitor construction


  • Develop and/or review change order scope and cost estimate. Negotiate change order scope and cost. Prepare and approve final change orders.


  • Conducts final inspections for assigned projects. Review and coordinate closeout documents.


  • Monitor punch-list progress.


  • Review and resolve warranty issues.


  • Maintain electronic project files


  • Other duties as assigned.


Minimum Qualification Requirements

KNOWLEDGE, SKILLS AND ABILITIES

  • Comprehensive and practical knowledge of the principles, practices, methods, and materials used in construction work for a wide range of construction disciplines including general requirements for construction contracts, site work, concrete, masonry, metals, wood and plastics, thermal and moisture protection, doors and windows, finishes, specialties, equipment, furnishings, mechanical and electrical systems

  • Considerable skill in reading and interpreting construction plans and specifications. Knowledge of County, State, and Federal laws and regulations, codes, ordinances, and specifications

  • Fundamental knowledge of the principles of project scheduling and critical path analysis

  • Considerable knowledge of the use of personal computers

  • Ability to maintain accurate records

  • Ability to communicate effectively both orally and in writing

  • Ability to exercise good professional judgment in making inspection decisions

  • Ability to establish and maintain effective working relationships with associates, contractors, architects, engineers, and the public

  • Ability to walk and stand for prolonged periods

  • Ability to climb, kneel, stoop, bend, or sit depending upon work assignment

  • Ability to drive a vehicle while carrying out assignments

  • Work is performed in the office and in the field

  • Grant writing experience and knowledge of state and federal grants is a plus


EDUCATION

Possession of a high school or vocational-technical school diploma or a GED certificate to include courses in drafting and mathematics and CAD.



EXPERIENCE

Three (3) years' of experience in engineering, drafting and design work or construction and maintenance.
Preferred experience and knowledge of state and federal grants and the writing of grants


Education beyond high school in an engineering-related field may be substituted for the required experience on a year-to-year basis up to a maximum of four (4) years. Proof of college will be required by the selected candidate utilizing this option.



LICENSE

Possession of a valid Class "C" non-commercial driver's license with no more than three (3) points. Please be advised this position requires a valid driver's license. Your application will not be considered if you fail to include the full driver's license number on the electronic application.





SAFETY:

RETIREE HEALTH CARE INSURANCE BENEFITS-


Employees hired on or after 7/1/2010 will have an automatic Retirement Health Savings account made available as the primary retiree healthcare benefit. This 105(h) Universal Reimbursement Account will only be able to be accessed upon separation of service and/or retirement whichever applicable. These accounts are employer funded, tax free, & portable with 20 different Nationwide investment options.
