Job Description:

THE POSITION

Under general direction from the City Engineer, or designee, the Associate Engineer will perform moderately complex, professional engineering work, and serve as project manager for capital improvement projects under the guidance/direction of the City Engineer, or designee. Work involves responsibility for complex engineering duties associated with the planning, design, construction, inspection, and coordination of civil engineering and public works projects. This position may also exercise indirect supervision over professional and technical staff. The ideal candidate will possess strong ethics, be a problem solver with a service focus and highly responsive. They will thrive in and foster a team-oriented and collaborative environment.

EXAMPLES OF DUTIES

Duties may include, but are not limited to, the following:

  • Prepare all phases of engineering design, plans, and specifications and estimates for the construction of public works projects under the guidance/direction of the City Engineer.
  • Inspect project sites to assist in the solution of difficult problems; interpret plans, specifications, City policy and prepare change orders.
  • Review engineering calculations, plans, and specified materials for accuracy and compliance with regulations.
  • Perform a variety of engineering calculations for hydraulics, street design, right-of-way, and grading.
  • Provide information to the public on department operations and current and proposed projects.
  • Conduct traffic and transportation studies; design, develop, and implement traffic signal timing systems; perform system analysis and provide recommendations to improve signal system effectiveness under the guidance/direction of the Transportation Manager and/or City Engineer or designee.
  • Review and update City standard plans and specifications.
  • Review plans, specifications, and engineering calculations for accuracy of design and completeness; review and recommend engineering requirements for minor subdivisions, commercial buildings, and residential projects; check traffic signal plans, lighting, and striping plans; oversee right-of-way engineering work; conduct final inspection of site improvements and public improvements for compliance with City specifications.
  • Review and make recommendations on technical reports and studies.
  • Coordinate engineering-related activities with other City departments, divisions, and outside agencies.
  • Prepare preliminary and final cost estimates; assists in the preparation of the capital improvement budget and program; administer agreements and contracts for capital improvement projects; review payment requests; coordinate change orders and field directives under the direction of the City Engineer or designee.
  • Preside over bid openings and pre-construction meetings with contractors and design firms; coordinate engineering work with other departments, consultants, public utilities, developers, and property owners; confer with City, State, and other officials to resolve problems involving engineering projects; resolve and assist others in the resolution of disputes between the City and contractors concerning plans, specifications, and extra work.
  • Attend engineering meetings and conferences to keep abreast of current municipal engineering techniques.
  • Perform related duties as assigned.

QUALIFICATIONS

Knowledge of:

  • Principles and practices of engineering.
  • Modern methods, materials, and techniques used in the design and construction of a wide variety of public works engineering projects.
  • Applicable local, State, and Federal laws, regulations, ordinances, and engineering standards pertaining to the design and construction of public works and traffic control systems.
  • Construction contract administration and estimating of construction work.

Ability to:

  • Make complex engineering computations and to check, design, and supervise the construction of a wide variety of public and private facilities.
  • Communicate clearly and concisely, orally and in writing.
  • Use computers to perform engineering calculations and designs.
  • Read, evaluate, and interpret moderately complex plans, specifications, technical reports and electronic/electrical schematics.
  • Prepare accurate plans, layouts, specifications, cost estimates, and engineering reports under the direction of the City Engineer or designee.

EXPERIENCE AND EDUCATION

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience: Four years of responsible and relative experience in professional engineering work, including project design and project management experience.

Education: Equivalent to a Bachelor's degree from an accredited college or university with major coursework in civil engineering or a closely related field.

LICENSE OR CERTIFICATE

Possession of a certificate of registration as a professional engineer in the state of California. Possession of an appropriate California driver's license and ability to maintain a satisfactory driving record.

COMPENSATION & BENEFITS

The City of Pleasant Hill offers a comprehensive compensation and benefits program. The monthly salary range is $9,673 - $12,514, and appointment will be based on the qualifications and experience of the selected applicant. Effective 11/1/2024: 3.25% COLA and Step G added to pay schedule ($9,987 to $13,244/month). Effective 11/1/2025: 3.5% COLA ($10,337 to $13,708/month).   • Health/Medical Benefit: Choice of coverage with Kaiser or Blue Shield. The City pays 75% of the Kaiser monthly premium at each coverage level. In lieu of medical coverage, the employee may elect to receive $400 (employee only coverage) or $500 (employee + 1 coverage) or $600 (family coverage) in cash or a pre-tax contribution into a MissionSquare Retirement 457 deferred compensation plan.
  • Dental & Vision Coverage: City-paid for employee and eligible dependents.
  • CalPERS Retirement: Enrollment in either 2%@60 (Classic Member) or 2%@62 (PEPRA New Member).
  • MissionSquare Retirement 457 Deferred Compensation & Roth IRA Plans: Voluntary plans available to all employees.
  • Retirement Health Savings Program: City contributes $75/month.
  • Life Insurance: City provided life insurance coverage ($50,000).
  • Long Term Disability: City-paid long-term disability coverage.
  • Medicare: Employees contribute 1.45% to Medicare with employer match.
  • Flexible Spending Account (Section 125 Plan): Dependent care and out-of-pocket medical costs may be paid on a pre-tax basis.
  • Holidays: City recognizes 14 paid holidays per year.
  • Sick Leave: Earned at the rate of one day per month.
  • Vacation: Earned at the rate of 12 days per year, increasing with service years.
  • Personal Leave: One day per year to take off as a personal leave day.
  • Telework: The City offers up to two days of remote work per week.
  • The City does not participate in Social Security.

The most qualified candidates will be invited for an oral board interview, based on background and experience as evidenced by their application. A written exam may be administered. To be placed on an eligibility list, an applicant must receive a passing score of 70 or more from each member of the oral board panel and on the written exam.
