The position requires people management skills, strong technical acumen, organizational and research skills. Experience must include effective communications and customer interfacing skills. Must be able to multi-task efficiently with a creative mindset and adaptability to provide sourcing solutions in rapid response timeframes.


Specific Responsibilities

  • Manage and engage a team of Recruiters to build effective sourcing, assessment, and pipeline development plans which include researching candidate profiles, development of company targets lists, and identification of specialty professional groups and associations.
  • Work with the Talent Acquisition and Business Development team to review Request for Proposal (RFP), Statements of Work (SOW), and/or Performance Work Statements (PWS) to create a qualification matrix for applicable labor categories.
  • Support proposal efforts with our BD/Capture/Proposal team and may assist with contract transition and incumbent capture.
  • Articulate and present sourcing plans to senior leadership with deliverables, timelines, and a formal process for measuring success.
  • Research market conditions and industry trends as it relates to our competitors.
  • Build and maintain network of potential candidates through pro-active market research and on-going relationship management; conduct in-depth interviews of potential candidates, demonstrate ability to anticipate the organization talent needs.
  • Recommend ideas and strategies related to recruitment that will contribute to the long-range growth of the company, implement new processes and fine tune standard processes for candidate sourcing.
  • Ensure data integrity of the candidate management database and track day-to-day sourcing activity.
  • Conduct extensive data mining of various social media to identify candidate profiles.
  • Collaborate and consult with key stakeholders to perform full lifecycle recruiting activities including candidate sourcing, screening, interview coordination/scheduling, offer negotiation and closing of candidates.
  • Source diverse candidates using traditional and non-traditional sourcing techniques and methods such as job posting, data mining of internet job boards; search engines; social media sites; cold calling targeted candidates and companies; networking through professional associations, user groups, and list servs; competitor research, employee/candidate referrals and alumni; along with internal mobility.
  • Continually evaluate and apply new sourcing methodologies to actively identify, cultivate, and grow target candidate pools of top talent.
  • Work closely with hiring managers throughout the recruiting process and promote effective and efficient hiring practices using consultative skills to influence all levels of internal stakeholders.
  • Track and record recruiting activities in accordance with federal government regulatory requirements.
  • Assist in the management of the company's social media sites for talent management needs.
  • Leverage data analytics and metrics to maximize productivity and optimize results of the recruiting team.
  • Collaborate with the security office to ensure candidate clearance validation.


Requirements:
  • 10+ years of experience in full life cycle recruiting for all levels of technical and operational positions in a tech and intel environment
  • 3+ years of leading/managing a recruiting team of 3 or more in a government contracting environment.
  • Demonstrated sourcing experience with proven sourcing capabilities (Boolean search techniques, use of internet search engines and advanced recruiting tools).
  • Ability to develop, deliver and execute on sourcing strategies.
  • Experience with forecasting to develop candidate pipelines.
  • Proven track record with sourcing technical skillsets such as software engineers, cyber and IT positions.
  • Experience recruiting for a federal government contractor and cleared candidates, required.
  • Must have strong problem solving and analytical skills.
  • Experience working in a fast paced, change oriented environment.
  • Experience managing employees in a high volume and heavy req load environment, required.
  • Demonstrated knowledge of staffing tools such as applicant tracking systems, HCM, electronic job boards and social media.
  • Strong internet mining experience.
  • Demonstrated knowledge of employment laws.
  • Strong teamwork as well as the ability to work independently. Self-confidence, perseverance, excellent communication skills and a high sense of urgency.
  • The ability to obtain and maintain a Secret Clearance.
  • AIRS Certification, preferred (PRC, CSSR, CSMR).
  • Excellent interpersonal, written, and verbal communication skills.
  • Ability to work with the minimum of supervision on independent projects (good initiative, self-starter).
  • Ability to comprehend technically complex written and verbal instructions.
