Project Overview:

In a program capacity, this position is responsible for the design, implementation, and management of all applicable customer programs within the ESA program (Energy Savings Assistance). This position will negotiate contracts when applicable. This position develops budgets and provides forecasting and tracking of budget and program results. This position requires a high level of analytical ability and is able to identify trends and develop systems necessary for quality program management.


Energy Savings Assistance (ESA): The ESA program is a no-cost energy efficiency program that provides home weatherization services and energy efficiency measures to help low-income households conserve energy, reduce their energy costs/utility bills, and improve the health, comfort, and safety (HCS) of the home. The program also provides information and education to promote energy efficient practices in low-income communities. The following are the current ESA Programs:
Energy Savings Assistance (ESA) Main Program: Provides ESA services to Single Family Homes and Mobile homes.


  • No-cost home upgrade such as:
    • Repair/replace insulation, weather- stripping, doors, windows

    • New appliances

    • Air Purifiers

    • Energy-efficient lighting

    • Power Strips

    • Programmable Smart Thermostats

    • Low-flow showerheads and water heater blankets

    • Domestic hot water

    • Heating/cooling

    • Plug loads

    • Pool pumps

    • HVAC

    • Lighting

    • HCS


Must Have Skills:

  • 3-4 years of experience in related role (project coordination, management, program management)

  • Experience working with customer programs (low income, energy efficiency, demand response, ESA) or experience working in a construction environment managing projects/vendors.
    • this program deals heavily with customer home repairs or renovation projects so this experience would be highly transferrable


  • Experience managing budgets, forecasting and contract overview

  • Strong attention to detail and analytical thinking

  • Ability to multi-task and work in a fast-pace environment

  • Proficient in Microsoft Office suite - with a focus on Excel

  • SAP experience

  • Bachelor's degree

Nice to Have Skills:

  • Experience working on energy efficiency, low-income, demand response, and/or renewable energy programs

  • Interest in sustainability and electrification topics

  • Knowledge of CPUC (California Public Utilities Commission)

Day to day responsibilities:

  • Responsible for the independent management, design, implementation, and execution of various customer programs. Responsible for overall program/segment goals within SDG&E's Low-Income portfolio to include Energy Savings Assistance Program.

  • Responsible for the implementation and adherence to regulatory program rules and business controls. Working with policy and regulation teams in development of advice letters.

  • Responsible for development, management, reporting and forecasting of programs budgets, with an emphasis of reviewing and monitoring third party budgets

  • Regularly represents SDG&E interests and positions and works on a collaborative basis with regulatory authorities, energy efficiency contractors, key stakeholders, and other utility counterparts.

  • Manages and monitors all aspects of customer communications, marketing outreach activities associated with program promotion and customer participation.

  • Experience in program issue resolution and management; working to mitigate issue with customer program system support and reporting team.

  • Researches and implements best practices related to program administration for SEU (Sustainable Energy Utility)

  • Performs other duties as assigned (no more than 5% of duties).
