Job Description:

Job Summary

Oversee and direct maintenance operations at the department's maintenance districts. Administer and provides logistic and strategic planning related to road repairs, labor operations, road equipment operations, and field and technical staff engaged in year-round maintenance of County roads and highways. Evaluate existing operations to modify and develop new policies and procedures that improve productivity and contain operating costs. Manage financial and personnel resources, assessing and allocating manpower and equipment needs, project costs, and budgetary allotments.

This position is Actively Recruited and At Will. Minimum Qualifications


  • Graduation from an accredited college or university with a bachelor's degree or higher and
  • Eight (8) years of field experience in transportation, highway infrastructure, or directly related experience is required.
  • Four (4) years of prior supervisory experience is required.
  • Valid driver's license and proof of automobile insurance is required.

This position is considered a safety-sensitive position. Candidates who are selected to fill safety-sensitive positions must pass a required drug test as part of the pre-employment background check process.

KNOWLEDGE, SKILLS, ABILITIES AND OTHER CHARACTERISTICS


  • Knowledge of County, State, and Federal Highway policies, programs, regulations, and requirements relative to highway and road maintenance.
  • Knowledge of human resources administration and personnel management, particularly within the context of a large, municipal, governmental setting.
  • Ability to supervise, plan, organize, assign, coordinate, evaluate the fiscal impact and direct the work assignments of support personnel engaged in highway maintenance.
  • Ability and willingness to remain on call and provide supervisory coverage on a 24-hour, 7-day per week basis, as circumstances require.
  • Ability to exercise good judgment when evaluating situations and making decisions. Ability to communicate effectively in both verbal and written formats.
  • Ability to manage a range of functions and provide strategic leadership across multiple areas.
  • Knowledge of advanced technical and business skills within an assigned function.
  • Ability to collaborate with employees and leaders at all levels and foster team relationships to drive success.
  • Ability to exercise independent judgement across multiple functions for highly complex issues to implement.

Physical Requirements

Light Work involves exerting up to 20 pounds of force occasionally or up to 10 pounds of force frequently, or a negligible amount of force constantly to lift, carry, push, pull, or otherwise move objects. Even though the weight lifted may be only a negligible amount, a job/occupation is rated Light Work when it requires: (1) walking or standing to a significant degree; (2) sitting most of the time while pushing or pulling arm or leg controls; or (3) working at a production rate pace while constantly pushing or pulling materials even though the weight of the materials is negligible.
