SENIOR HUMAN RESOURCES BUSINESS PARTNER



GENERAL DESCRIPTION

This position reports to the Senior Manager, Employee Relations and Talent Acquisition. This position requires a strong background in talent acquisition, employee benefits, compliance, and various HR functions.  This role will serve as a strategic partner to management, focusing on aligning HR initiatives with business objectives to drive organizational success. This position will oversee onboarding and offboarding processes, maintain personnel records, and leverage Oracle systems for data management and reporting. With a focus on fostering a positive workplace culture, this role will guide and support leadership on HR-related issues and best practices.

COMPENSATION: $96,500 and up based on experience

ESSENTIAL FUNCTIONS

·         Ensures the highest level of service is provided to all applicants, candidates, hiring managers, and employees to include providing comprehensive training and support, being responsive, ensuring that accurate and timely information is provided, and demonstrating and promoting accuracy.

·         Lead the recruitment process, from job postings to candidate selection, ensuring a diverse and qualified talent pool.

·         Conduct interviews and collaborate with hiring managers to assess candidate fit and competencies.

·         Manage employee benefits programs, including health, retirement and wellness initiatives.

·         Explains benefits to new employees through new employee orientation and one-on-one meetings; assists employees as necessary in understanding their benefits. Conducts training sessions on various HR topics (FRS DROP, unileave, etc.)

·         Support employees during life events, providing guidance on benefits and resources available.

·         Ensure adherence to employment laws and regulations, including FMLA and workers' compensation.

·         Develop and maintain job descriptions and position control documentation to meet organizational needs.

·         Manage offboarding procedures, including exit interviews and final paperwork.

·         Oversee the onboarding process to ensure a seamless transition for new hires.

·         Administer leave policies, ensuring compliance with applicable laws and internal procedures.

·         Regularly review and coordinate updates on HR procedures and policies to reflect best practices.

·         Maintain accurate and confidential personnel records, ensuring compliance with data protection regulations.

·         Generate and analyze HR reports to support decision-making and identify trends.

·         Utilize Oracle systems (or similar systems) for data management and reporting, ensuring information accuracy and integrity.

·         Collaborate with leadership to develop HR strategies that support business goals.

·         Provide guidance and coaching to managers on HR-related issues and best practices.

·         Triages incoming HR requests, responds to employee questions, and escalates more complex issues to the Senior Manager.

 



REQUIRED FOR ALL HCAA JOBS


  • In the event of an emergency or disaster that impacts the Hillsborough County Aviation Authority (HCAA), an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department or the HCAA Emergency Operations Center (EOC). Such assignments may be before, during, or after the emergency/disaster.

  • Complies with all HCAA Policies, Procedures, and Standards.

  • Performs other duties as assigned.



QUALIFICATIONS (EDUCATION, EXPERIENCE, LICENSES & CERTIFICATIONS)

·         Bachelor’s degree in Human Resources, Business Administration, or a related field.

·         5 years of experience in Human Resources, with a generalist focus on talent acquisition, benefits, and employment compliance.



PREFERRED QUALIFICATIONS

·         HR certification (e.g., PHR, SPHR, SHRM-CP, SHRM-SCP)



KNOWLEDGE, SKILLS, AND ABILITIES

·         Strong knowledge of FMLA, workers' compensation, and leave administration.

·         Proficiency in Oracle systems or similar HRIS platforms.

·         Excellent communication, interpersonal, and negotiation skills.

·         Ability to work independently and collaboratively in a fast-paced environment.

·         Extensive knowledge of human resource laws, regulations, and best practices.

·         Excellent written and verbal communication skills.

·         Excellent organizational and time management skills with a proven ability to meet deadlines.

·         Proactive and independent with the ability to take initiative.

·         Ability to maintain work-related records and prepare reports.

·         Proven ability to work respectfully and effectively in a team environment with associates. 

·         Proficient with Microsoft Office Suite or similar software.

·         Strong organizational and project management skills, with attention to detail.

·         Ability to analyze data and use insights to drive decision-making and improvements.

·         Demonstrated ability to manage multiple projects simultaneously and adapt to changing priorities.

·         Collaborative team player with a proactive approach to problem-solving.
